Schroeder, City Administrator <br /> <br />CASE <br /> <br />Background: <br /> <br />Recently, the City was approached by the City of Elk River which is interested in overlaying Jarvis <br />Street between Highway #10 and 165th Avenue N.W. I have enclosed for your review a copy of <br />their letter of proposal as well as a map showing the portion of Jarvis Street N.W. located along <br />Ramsey's western border, The Elk River proposal is that for the jointly owned section between <br />roughly 159th Avenue N.W. and 165th Avenue N.W., that the project be conducted as a cost <br />share currently estimated at $12,000 per city..This, of course, is a project that we did not <br />contemplate nor, frankly, did the City of Elk River. However, in taking bids for an overlay on <br />165th Avenue N.W. in the City of Elk River, they received significantly lower bid prices than they <br />expected and, therefore, are interested in conducting a change order in order to complete Ja_rvis <br />Street N.W. as well. At present, the Elk River City Council has authorized a change order to <br />overlay Jarvis Street N.W. between Highway #10 and just south of 159th Avenue N.W. The Elk <br />River City Council has directed that the balance of Jarvis Street N.W. be delayed until the City of <br />Ramsey can provide an answer as to whether or not Ramsey is interested in the overlay for our <br />joint section. I have been informed by Elk River that ff they receive an afFamafive action from the <br />Ramsey City Council on September 14, 1993, there is time to provide for the change order to <br />complete the project this year. <br /> <br />You will note, by looking at the map, that there are eight parcels of property along Jarvis Street <br />N.W. and within the City of Ramsey. Our normal procedure, of course, is for overlay projects to <br />be funded by the property owners. In order to participate with the City of Elk River on this project <br />at this time, we are not allowed the oppommity to provide for an assessment project to finance our <br />portion. The issue to be considered by Council is two-fold. One, whether it is in the City's best <br />interest to participate with the City of Elk River towards the improvement of this section of Jarvis <br />Street N.W. Second, whether we want to take advantage of the positive bids received by Elk <br />River, or whether we want to schedule this project at some point in the future. Either way, it <br />would be the Staff position that it be part of the street maintenance program in either 1993 or a <br />future year and that it be funded by a future bond issue as has been the case with past City street <br />maintenance expenses (regardless of whether it is an assessment project or not). <br /> <br />It should be noted that while there are eight Ramsey properties along the corridor, this roadway <br />does provide for the second egress from Northfork, the other being where And.fie Street N.W. <br />intersects with 153rd Avenue N.W. and therefore, we certainly have some interest in providing for <br />the continuation of that roadway. Whether we have a concern for the quality of the road surface or <br />whether the residents of Ramsey receive significant benefit from the roadway, may be a somewhat <br />separate issue. There is also the issue of cooperation with our neighboring community which is <br />donating corrective maintenance prior to the overlay.
