It's been too long since we last <br />talked and we should do it more frequently. <br /> <br />The main reason for my call this afternoon related to an <br />overlay improvement project on Jarvis Street. As you know, <br />Jarvis Street abuts the Northfork development in Ramsey and <br />some vacant and industrial property in Elk River. I understand <br />that the center line of Jarvis Street in this area is in fact <br />our common boundary. <br /> <br />Recently the Elk River City Council has decided to do an <br />'overlay project on 165th from Highway 10 to Jarvis Street. The <br />low bid from Alber Construction was so good that I am <br />recommending to the City Council that we also have this firm do <br />a two inch overlay on Jarv£s Street as a change order. Our <br />City crew will do the preparation work for this overlay and, <br />while no final figure for this change order is available, it is <br />estimated that work on Jarvis Street will be about $36,000. Of <br />this amount, $24,000 is estimated to be spent on the section of <br />Jarvis Street which borders both communities. <br /> <br />The City of Elk River is not proposing to assess any of this <br />expenditure out to benefitted property owners and is planning <br />to use its street improvement reserve fund to finance the <br />project. Therefore, the City is not going through the 429 <br />process. I am aware that this is somewhat late notice, and we <br />have not previously discussed the joint funding of an <br />improvement project on Jarvis Street, but, at this time, I <br />respectfully request that you and your City Council consider a <br />contribution to this project. A fair share estimate for the <br />section of Jarvis Street which borders both communities would <br />be $12,000 for Ramsey and $12,000 for Elk River. In <br />conjunction with this improvement project, the City will be <br />working with the businesses and industries along Jarvis Street <br /> <br />490' 13065 Orono Parkway, Elk River.
