Road #83 <br />(Armstrong Boulevard N.W.). In your letter dated July 22, 1993, you stated certain concerns <br />about the proposed construction. I have reviewed your concerns and am providing the following <br />explanations: <br /> <br />1) 401 Water Q,mliry Permit: Ail required permits will be applied for and granted prior <br /> to the start of construction. .,- <br /> <br />2) <br /> <br />The eastern half of the site is 80% wetland: The remaining 20% of this.area will be <br />retained by the City as nesting habitat for the ~imal and aquatic life in the area. It <br />is not the City's intent to sell this extra property for development purposes. <br /> <br />3) The City would not be including the areas that are for storm drainage as part of the <br /> wetland mitigation. <br /> <br />4) <br /> <br />Enclosed is a copy of Figure 6 showing areas that a.re being considered for wetland <br />mitigation. The exact location of the areas ro be used for wetland mitigation will be <br />developed when the plans and specifications for the roadway are completed. <br /> <br />5) The City w/Il be adopting Metropolitan Council's Interim Strategy to Reduce <br /> Nonpoint Source Pollution to all Metropolitan Water Bodies prior to the <br /> construction of the roadway in 1995-1996. In the plans and spec/ficarions, derails <br /> such as erosion control during and after construction will be required. Those items <br /> w/il also appear as part of the request for bids at the time of consumer/on. <br /> <br />6) Ahc'-rnate Alignments: .... <br /> <br /> Alternate 1: The City reviewed both of the alternate alignments as shown on Figure 3 o£ <br /> the original EAW. The more northerly alignment along 156th Avenue N.W. would route <br /> the MSA street down a currently developed residential street. This would create an MSA <br /> <br /> <br />
