N.W. between Variolite St. N.W. and C.R. 83 <br />Environmental Assessment WorKsheet <br />Metropolitan Council District 9 <br /> <br />Dear Mr. Schroder: <br /> <br />Council staff has conducted a review of this environmental assessment wor~heet (EAW) to <br />determine its adequacy and accuracy in addressing regional concerns. The staff review has found <br />a number of problems in the EAW regarding its completeness and accuracy with respect to <br />regional concerns and issues of consistency with Council policies. These concerns are summarized <br />below. <br /> <br />The Council's concerns focus on three issues--wetland impacts, sUrface water runoff, and the <br />Council's Interim Nonpoint Source Pollution Strategy. <br /> <br />The proposed project would result in the loss of 1.31 acres of type IV protected wetland (DNR # <br />111P). The proposer plans on creating 2.62 acres of wetland to mitigate the wetland impacts. <br />Any alteration of protected waters must have a permit issued by the Minnesota Department of <br />Natural Resources. Under policies 3-4 and 3-5 of the Council's Water Resources Develol~rnent <br />Guide/Policy ?lan, roadways should be routed to avoid damage to water and wetlands; ff impacts <br />cannot be avoided compensating mitigation should be provided. The EAW includes two alternate <br />alignments for the roadway which would minimize wetland impacts. One of these alternate <br />alignments should be chosen for the road. <br /> <br />According to the EAW, the proposed reconstruction will result in 3.7 additional acres of <br />impervious surface, which will increase runoff volume and peak runoff rate. Drainage from the <br />road will flow through ditches to the wetland, which has no natural outlet. The Council strongly <br />recommends pre-settlemenl of runoff prior to discharge to surface waters. While site constraints <br />due to the wetlands make pretreatment of stormwater.difficult, some form of treatment prior to <br />discharge to wetlands is highly desirable. <br /> <br />The city of Ramsey has not adopted the Council's Interim Strategy to Reduce Non. point Source <br />Pollution To all Metro]golitan Water i~odies. The Interim Strategy requires local governments to <br />adopt as part of their comprehensive plans and official controls, the EPA's National Urban <br />Runoff Program (NURP) design standards for new stormwater ponds, and MPCA's urban best <br />management standards (or their equivalent) for new development or redevelopment, by January 1, <br /> <br />Recycled Paper <br /> <br />q/ <br /> <br /> <br />
