Co All advertising signs shall be erected with a single pole or mono-pole structural standard and shall have underground wiring. The base of any advertising sign must be landscaped with at least grass and must be properly maintained. Advertising signs shall not exceed three hundred (300) square feet in area nor twenty-five (25) feet in height as measured perpendicularly from the height of the highest point of the sign structure to the grade level directly below the sign. The existing grade may not be altered for the purpose of increasing sign height. Advertising signs shall be considered a principal use of the property. Advertising signs must be removed when the parcel upon which they are situated is devoted to another principal use. The City shall perform a yearly inspection of the advertising devices to ensure compliance of said advertising structure with the provisions of this section and other provisions of this Ordinance. The fee for said inspection shall be set by the Ramsey City Council by resolution. Illumination, if any, shall be achieved through shielded illumination, shielded silhouette lighting, or shielded spot lighting, but not any lighting where the light source is visible or exposed. 9.12.09 INDUSTRIAL AND BUSINESS WAREHOUSE TYPE DISTRICTS a) Wall, Canopy or Marquee Sign. There shall not be more than one (t) wall sign for each principal building except where the building abuts two or more streets, additional such signs, one (1) oriented to each abutting street, shall be permitted. The gross surface area of a wall sign shall not exceed fifteen (15) percent of the area of the building wall, including doors and windows, to which the sign is to be affixed. The gross surface area of a wall sign may be increased by ten (10) percent if such wall sign: 1) consists only of individual, outlined alphabetic, numeric, and/or symbolic characters without background except provided by the building surface to which the sign is to be affixed; and 2) any illumination, if any, is achieved through shielded ilIumination, shielded silhouette lighting, or shielded spot lighting but not any lighting where the light source is visible or exposed on the face or sides of the characters. A wail, canopy or marquee sign may be located on the outermost wail of any principal building but shall not project more than sixteen (16) inches from the wall to which the sign is to be affixed. A wall sign shall not project higher than the parapet line of the wall to which the sign is to be affixed. Where a principal building is devoted to two (2) or more permitted uses, the operator of each such use may install a wall sign upon his/her proportionate share of the building wall to which the sign is to be aff'~ed.
