Services <br /> <br />The City currently has a Police Chief and nine police officers providing full-time police <br />protection. The City's 22-member Volunteer Fire Department took over all fire protection of the <br />City as of January 1, 1991. <br /> <br />Tennis courts and ball fields are among the facilities available in some City parks. Central Park, <br />Titterud Park and parkland adjacent to Ramsey Elementary School comprise the major parks in <br />the City. The Rivers Bend Park was designed for handicap accessibility, and a fishing pier was <br />completed this spring. The park, located in the southwestern portion of the City near the Rum <br />River offers tennis courts, a softball diamond, a soccer field and a tot ball diamond. <br /> <br />In addition to private wells the City's water is supplied from two municipal wells with a pumping <br />capacity of 900 gallons per minute. Wastewater treatment and disposal is provided by the <br />Metropolitan Waste Control Commission ("MWCC"), an agency of the Metropolitan Council. <br />The City is billed for its usage of MWCC facilities. <br /> <br />Employee Pensions <br /> <br />All full-time and certain part-time employees of the City of Ramsey are covered by defined <br />benefit pension plans administered by the Public Employees' Retirement Association of <br />Minnesota (PERA). The PERA administers the Public Employees' Retirement Fund (PERF) and <br />the Public Employees Police and Fire Fund (PEPFF) which are cost-sharing, multiple-employer <br />public employee retirement plans. PERF members belong to either the Coordinated Plan or <br />the Basic Plan. Coordinated members are covered by Social Security and Basic members are <br />not. All new members must participate in the Coordinated Plan. All police officers and <br />firefighters who qualify for membership by statute are covered by PEPFF. For the fiscal year <br />ended December 31,1992 the City contributed $84,648 to PERA. <br /> <br />Regional Government - Metropolitan Council <br /> <br />The Metropolitan Council is comprised of 17 members who are appointed by the governor with <br />the advice and consent of the State Senate. Sixteen members are appointed to four-year terms <br />from districts of equal population size within the Seven-County Metropolitan Area. The Council <br />Chair, the 17th member, represents the Region as a whole and serves at the pleasure of the <br />governor. The Council is accountable, in law, to the State Legislature. <br /> <br />The Council's primary mission, as described in the 1967 Council enabling act, is to undertake <br />those planning and coordinative actions that are necessary to insure the "orderly and <br />economic" development of the Twin Cities Area. <br /> <br />in addition, the Legislature has instructed the Council to assist local communities in their <br />planning and provide information to the public on matters pertaining to the Region and its <br />development.
