However, the east fence line is visible from Sunfish Lake Blvd. N.W. and it is recommended that this portion of fence consist of a six (6) foot wood privacy type to eliminate view of the impounded vehicles from the public fight-of-way. In addition, the impound lot is at a lower grade than Sunfish Lake Blvd. and therefore it has been recommended that trees be planted in the front lawn of the site to intensify screening the operation from the public-right-of-way. Recommendation: City Staff and the Planning and Zoning Commission recommend approval of the request for a conditional use permit contingent upon the applicant entering into a conditional use permit agreement. In addition, there should be a time frame established for the planting of the trees if the conditional use permit is to be approved. Staff has added a term to the conditional use permit to require the plantings by the summer of 1994. Council Action: Motion to: Adopt findings of fact relating to Champlin Towing's request for a conditional use permit to establish a towing service and auto repair facility in the Industrial District.
