I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> REQUEST FOR PROPOSALS <br />ENGINEERING SERVICES RELATED TO THE <br />EXTENSION OF SUNFISH LAKE DRIVE <br /> <br />The City of Ramsey would like to receive proposals for design services and related work for the <br />construction of Sunfish Lake Drive N.W. as collector street designed to be constructed to MSA <br />standards with MSA funding. <br /> <br />Overview of Work <br /> <br />The proposed Sunfish Lake Drive N.W. project will be divided into two phases: Phase I is <br />approximately three-fourths of a mile and runs from Krypton Street N.W. to Sunfish Lake <br />Boulevard N.W. (County Road #57); and Phase II is approximately one-half mile and runs from <br />Sunfish Lake Boulevard N.W. (County Road #57) to County Road #116. Phase I will require <br />preliminary and final design with possible construction in 1994; Phase II will require only <br />preliminary design with possible construction in 1995. Sunfish Lake Drive Phases I and II should <br />be treated as connected actions.for purposes of environmental review. As a result, an <br />Environmental Assessment Worksheet should be prepared and all necessary permits obtained to <br />complete Phases I and II. Permits can be anticipated to be acquired from the Lower Rum River <br />Water Management Organization, the Department of Natural Resources, the Army Corps of <br />Engineers, and the Minnesota Pollution Control Agency: Phases I and II wiI1 require traversing of <br />Protected Wetlands 114P and 673W, respectively. <br /> <br />The City would like the proposer to review proposed subdivision plans for Phase I adjacent to the <br />roadway which have been submitted to the City. A minimum of two alternative routes will need to <br />be prepared for Phase I along with cost of each, and comments on their relative advantages and <br />disadvantages. <br /> <br />Task I <br /> <br />Alternative Route Analysis <br /> <br />As part of Task I, the proposer will identify up to two alternative routes for the extension of <br />Sunfish Lake Drive N.W. phases. As part of this analysis, the proposer will identify the possible <br />environmental, land use, engineering, and right-of-way effects associated with each alternative. A <br />special effort will be made to analyze the possible impact each roadway alignment may have on <br />adjacent residential subdivisions. A financial analysis and cost estimate of each alternative will also <br />be provided. <br /> <br />The proposer will meet with City staff to identify possible roadway alignments and to review both <br />preliminary drafts and the final report. In consultation with City staff, the proposer will present the <br />alternative route analysis to the Ramsey Planning and Zoning Commission and City Council. The <br />City has non-reproducible, two foot contour interval maps available for phases I and II. <br /> <br />Environmental Review and Permittine <br /> <br />The extension of Sunfish Lake Drive N.W. will require the issuance of several environmental <br />permits by local, state and federal agencies. An Environmental Assessment Worksheet will also be <br />required per the Environmental Review Program Rules for the eventual construction of Sunfish <br />Lake Drive N.W., Phases I and 1I. An Environmental Assessment Worksheet (EAW) for Phases I <br />and II shall be prepared once a preferred roadway alignment has been selected by the City of <br />Ramsey. <br /> <br />As part of this environmental review process, a plant and animal site inventory will be completed <br />for the approximate 1.25 mile roadway alignment, a wetland delineation study will be completed <br /> <br />Iq7 <br /> <br /> <br />
