Subd. ? cit~ Processing of DMP. <br /> <br />After a completed application for a DMP is received by the <br />City, Staff shall inspect the dwelling for building and zoning <br />code compliance and submit a written report and proposed DMP, <br />if applicable, to the Planning and Zoning Commission for <br />review and recommendation within thirty (30) days of receipt <br />of the application. The recommendation of the Planning and <br />Zoning Commission shall then be forwarded to the city Council <br />for a final action. The criteria used by the Planning and <br />Zoning Commission and City Council in making their <br />recommendation and decision shall include but not be limited <br />to the following: <br /> <br />The architecture of the dwelling to be moved must <br />be compatible in nature to the dwellings in the <br />immediate area of where the dwelling is to be <br />located. Architectural elements considered shall <br />include but not be limited to siding, roofing, style <br />and age. <br /> <br />The dwelling to be moved, after being so moved, must <br />have an assessed valuation representative of the <br />median of the neighborhood in which it is to be <br />located, as determined by the city Assessor. <br /> <br />Subd. 8 Performance Standards and DMP Agreement. <br /> <br />The dwelling to be moved must comply in all respects with the <br />Building Code, as adopted by the City, and other applicable <br />City Code provisions. If the dwelling is not in compliance, <br />the applicant shall present to the City a complete and <br />detailed plan showing changes which will be made in order to <br />attain compliance with said codes. A DMP shall not be <br />released to the applicant until there is a signed DMP <br />Agreement and the City has been provided with the required <br />financial guarantee described below. The DMP Agreement shall <br />require the completion of any necessary changes within a <br />period of six months from the date of the building permit <br />approval. <br /> <br />The amount of the financial guarantee shall be established <br />by the City's Building official in an amount sufficient to <br />insure that the moving project will be completed in accordance <br />with the requirements for a certificate of occupancy and the <br />terms and time frames established within the DMP.
