That while this horse on this particular property may be potentially disturbing to existing neighbors, it appears that the Applicant is extending their best effort to reduce or extinguish the conditions which result in a disturbing situation. That the proposed use will be served adequately by essential public facilities and services. That the proposed use will not create excessive additional requirements at public cost for public facilities and services and will not be detrimental to the economic welfare of the community. That the proposed use will not involve uses, activities, processes, materials, and equipment and conditions of operation that will be detrimental to any persons, property, or the general welfare by reason of excessive production of traffic, noise, smoke, fumes, glare or odors. That the City received a letter from Connie Mortenson of 15779 Okapi Street N.W. dated September 7, 1993, stating concern with the maintenance of a horse on the Applicant's property and requesting that consideration be given to requiring a manure removal plan and screening. That the Applicant submitted a petition dated August 16, 1993, signed by sixteen (16) area residents, including Connie Mortenson, stating support of the Applicant's request to maintain a horse on the subject property. That City of Ramsey Horse Care Board member Dorothy Breu visited the subject property on September 21, 1993 and reported that there were no accumulations of manure on the property, that tree seedlings had been planted along the common property line to Connie Mortenson, and that the pasture fence line had been relocated further away from the Mortenson property line. That no negative comments were received by the Planning and Zoning Commission at the public hearing held on October 5, 1993. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: and the following were absent: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the __ day of . , t993.
