Councilmember <br /> <br />introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION g93.10. <br /> <br />A RESOLUTION, BASED ON FINDINGS OF FACT # , APPROVING THE <br />REQUEST TO MAINTAIN A HORSE ON LESS THAN~EE (3) ACRES AND <br />DECLARING TERMS OF CONDITIONAL USE PERMIT <br /> <br /> WTIEREAS, the Ramsey City Council adopted Resolution g93-10-, adopting Findings <br />of Fact # for this use and herein approves a Conditional Use Permit subject to the following <br />conditions: <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />On October __, 199__, a Conditional Use Permit ("CUP") was issued by the City of Ramsey <br />("City") to Thomas and Carrie Olson ("Permit Holder") to maintain a horse on the property <br />generally known as 15811 Okapi Street N.W. and legally described as follows: <br /> <br />Lot 3, Block 2, The North Forty 2nd Addition, Anoka County, Minnesota <br /> <br />This permit is issued pursuant to Section 9.03.04 of the Ramsey City Code. The conditions of this <br />perrait are as follows: <br /> <br />This permit shall remain in effect so long as the conditions imposed herein are <br />complied with, <br /> <br />2. A maximum of one (1) horse may be maintained on the subject property. <br /> <br />o <br /> <br />The mn-in shed that provides the animal with shelter is located less than 75 feet <br />from property lines and is considered non-conforming. A variance is granted <br />herein that allows the animal shelter to remain a minimum of 50 feet from property <br />lines as long as this conditional use permit is in effect. <br /> <br />There shall be no exterior storage of horse related equipment and supplies. The <br />structure used to provide this storage area shall have the same exterior facing finish <br />as that of the principal structure on the property. <br /> <br />5. Exterior storage of licensed horse trailers will be permiued. <br /> <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br />! <br />I <br /> <br />The fence shall be maintained at a structural level adequate to contain the horses on <br />the property. <br /> <br />10. <br /> <br />11. <br /> <br />The Perm/nee shall expend reasonable efforts towards establishing and maintaining <br />a tree screening along the side property lines adjacent to the fenced in pasture area. <br /> <br />Concentrated accumulations of manure shall be prohibited during the growing <br />season and winter accumulations shall be dispersed by May 1 of each year. <br /> <br />That the Permit Holder shall modify the mn-in shed so that it consists of 3 full <br />walls and the nm-in is positioned on the southerly side of the shelter. <br /> <br />The City Aclministmtor, or his designee, shall have the right to inspect the premises <br />for compliance and safety purposes annually or at any time, upon reasonable <br />request. <br /> <br />The Permittee shall be responsible for all City costs incurred in administering and <br />enforcing this conclidonal use permit <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br /> <br /> <br />
