Gromberg, Project Manager <br /> <br />Background: <br /> <br />The City of Ramsey is required by State Statute to provide that each resident has refuse service. <br />The City currently fulfills these requirements by requiring each resident by ordinance to have <br />refuse service. Staff recently interviewed the seven (7) licensed haulers as to the number of <br />residential customers they serve in the City. A total of 3,933 households are currently receiving <br />service from licensed haulers. This accounts for 94 percent (3,933 + 4,195') of the households in <br />the City. The funds received for these goals are currently being used to fund <br />approximately 61% of the cost of the curbside recycling program. These funds (currently <br />$32,000) are further supplemented by the restricted portion of the landfill tipping fee. With the <br />landfill's closure at the end of 1993, and the expected increase in the recycling goal for the City, <br />the City needs to reevaluate the way it provides curbside recycling and refuse service. <br /> <br />Therefore, there appear to be two issues at hand: <br /> <br />I) Should Ramsey change the manner in which refuse service is delivered to the <br /> community? <br /> <br />2) Should Ramsey change the manner in which recycling service is delivered to the <br /> community? <br /> <br />To gauge current residential haulers reaction to the above queStions, and as directed by the City <br />Council on June 22, 1993, the City conducted an informational meeting with the refuse haulers on <br />July 21, 1993. At this meeting the following refuse hauling recommendations were made by the <br />licensed haulers in attendance: <br /> <br /> <br />
