1. Limit the number of waste hauler licenses issued by the City to the current number, <br /> <br />Divide the City into hauler zones based upon the number of residential accounts currently <br />held by the licensed haulers. This number would be determined by the haulers providing a <br />current customer list to the City. <br /> <br />The impact of the the above options is: <br /> <br />Option 1 <br /> <br />This would allow for the continued competition among the current haulers but would <br />prevent the number of haulers from increasing to a point that may cause additional <br />hardships for future planning with regards to the number of trucks on City streets. In <br />the future, this number could be adjusted depending upon the market conditions in the <br />City. This system would also allow for the increasing of the current license fee. <br /> <br />Option 2 <br /> <br />This system would allow for the City to determine the number of residents that <br />currently do not have refuse service. Each zone would be adjusted annually to allow <br />for the new residences in the City. The percentage of accounts serviced by each hauler <br />would remain the same. However this system would have a tendency to reduce the <br />level of service provided as the haulers would no longer be competing against each <br />other on price or quality of service. The City may also see an increase in the amount of <br />staff time required to facilitate this system as the City would be the zone distribution <br />authority. <br /> <br />If the City does decide to proceed with option 1 for refuse service, it would follow a timetable <br />similar to the one listed below. <br /> <br />Ac~ion Date <br /> <br />Introduce the proposed ordinance limiting the number of <br />refuse licenses. <br /> <br />November 9, 1993 <br /> <br />Adopt ordinance limiting the number of refuse licenses. <br /> <br />November 23, 1993 <br /> <br />New ordinance takes effect <br /> <br />January 1, 1994 <br /> <br />If the City does decide to proceed with option 2 for the City for refuse service, it would need to <br />follow a timetable similar to the one listed below. <br /> <br /> Action Date <br /> Conduct public hearing on proposed organization November 23, 1993 <br /> Negotiate the districts and charges December, 1993 <br /> District collection starting date January 1, 1994 <br />Recommendation: <br /> <br />Staff recommends that the City continue with the current open hauling system but increase the <br />licensing fee to control the number of haulers to a economically viable number. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
