As previously stated we have a net cost after SCORE funding of approximately <br />$20,200. The options to reduce this cost include: <br /> <br />1) bill for the service at a cost of approximately $0.42/month (plus billing handling and <br /> adminisu'ation). <br /> <br />2) continue to subsidize at the current rate. <br /> <br />3) require each hauler to provide the recycling service. <br /> <br />Option 1 <br /> <br />This option would require that the City develop a system to allow for the billing of all <br />residents for this service. The proposal for Anoka Electric Utility billing allows for this <br />concept. <br /> <br />Option 2 <br /> <br />This option would also allow for the City to continue to bid out the contract and fund <br />the cost from the increased licensing fees and SCORE funding. Staff would propose <br />that license fees cover the revenue shortfall (a ~ignifi~ant increase) as recycling will not <br />be receiving additional funds in the future (Landfill Tipping Fee Restricted Amount). <br /> <br />Option 3 <br /> <br />The haulers could provide the service to their customers. This type of system has been <br />shown to be difficult to manage and to achieve the State/County mandated goals. The <br />City would require that the materials picked up would be the same for all of the <br />residents. The City could help alleviate some of the problems of this type of program <br />by using SCORE funding as an economic incentive to the haulers to provide accurate <br />information to the residents and the City. The staff has contacted Anoka County to <br />inquire as to the feasibility of this type of arrangement. <br /> <br />The increase in the haulers licensing fee to cover the cost of the curbside recycling program not <br />currently funded by the SCORE legislation would require .that the license fee be increased to <br />$2,885.71 ($20,200/7 residential haulers). This would be a fairly steep increase as the current fee <br />is $25.00 for the fh'st truck and $15.00 for each additional mack. The cost of a weight violation <br />ticket is approximately $750.00. The City may wish to consider an increase to $1,500.00 for 1994 <br />regardless of the changes in the refuse service system or the recycling program and deal with the <br />weight restrictions that currently exist. <br /> <br />The following is a breakdown of the possible types of programs the City may develop for the <br />curbside recycling service: <br /> <br />1.
