Councilmember RESOLUTION PROGRAM introduced the following resolution and moved for its 'adoption: RESOLUTION #93- I 1 ~..._...._.._ APPROVING THE 1994 - 2000 CAPITAL IMPROVEMENTS WHEREAS, pursuant to City Charter, the Council must annually provide for long-range planning; and WHEREAS, a five year Capital Improvements Plan was initiated during the 1993 budget process; and WHEREAS, the City ititiated a review of its non-operating funds in t992 which was completed by passage of new funding policies on October 26, 1993; and WHEREAS, the aforementioned funding policies were considered after a comprehensive review of fund cash flows between I993 and post 2000; and WHEREAS, this analysis provided for resources dedicated to non-operating improvements which will enhance the Community of Ramsey. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: I) That the i994 - 2000 Capital Improvements ~ogram is hereby approved. 2) That said plan be reviewed and updated as pan of each furore annual budget review and approval. 3) That each programmed Capital Improvements Program project be specifically author/zed by Council w/th line item projected revenues and expenditures prior to initiation.
