CASE # <br /> <br />RAMSEY <br /> <br />POLICE OPERATION PLANS USING ASSUMED <br /> TRAINING AND EQUIPMENT LEVELS <br /> By: Police Chief Michael Auspos <br /> <br />STAFFING, <br /> <br />Background: <br /> <br />The following information is provided as an Operational Plan for the Ramsey Police Department <br />for the Years 1994 through 1998, inclusive. I will assume that staffing, training and equipment <br />levels have been attained as were projected in a previous five-year plan for those needs. <br /> <br />1994 <br /> <br />ADMINISTRATION: Using the updated computer system in the PD and its networking <br />capabilities into other city records, e.g.; finance and personnel records (query only), licensing and <br />other apphcable areas, the administrative personnel will be able to determine training needs, budget <br />administration and preparation requirements, monitoring of licensing and other functions. <br /> <br />Officers will be encouraged to put reports onto tape for transcribing by clerical personnel, instead <br />of either typing or handprinting a f'mished document of their own. This will be done for the most <br />part in incidents which require follow-up reports and for DUI arrests. <br /> <br />During this year we will be examining the feasibility of setting a "hard-copy free" goal for the <br />pohce reports system using the computer/word processing functions available. That is, except for <br />documents that are evidentiary and unique or which have signature(s), all information should be in <br />electronic storage with proper back-up systems. This will greatly reduce the need for file space <br />and the cost of paper. <br /> <br />The Sergeant will be in a position to supervise the pan'oI function virtually full-time in that he will <br />not be on a patrol slot schedule. This will enhance his capability to evaluate the officers' <br />performance, plan and arrange training, monitor fleet needs as well as seeing to maintenance and <br />acquisition of other equipment. The Sergeant will also be responsible for the officer scheduling <br />and will, when needed, work shifts in order to maintain the proper daily staff'mg levels. Some of <br />these responsibilities will be shared with the Chief for the sake of efficiency and to be <br />commensurate with the philosophy that the duties of the Sergeant are not necessarily limited to a <br />narrow, mid-level supervisory position. <br /> <br />INVESTIGATION: The Investigator will continue to be a patrol officer who will, for one year, be <br />assigned to investigative duties exclusively and will work, generally, a daytime shift with the <br />ability to slide his in and out hours to accommodate his case investigation needs. Cases will be <br />assigned to the Investigator by the Chief or Sergeant and will be those cases that do not lend <br />themselves to follow-up by patrol officers due to complexity and time-of-day constraints. <br /> <br />PATROL: The B shift (generally 2:30 p.m. to 11:00 p.m.) will be comprised of two officers at all <br />times unless, due to unusual circumstances, only one officer can be assigned. In order to address <br />problem area needs or specific requests for patrol/police services, there will be flexibility in actual <br />duty hours. Patrol officers will continue to do investigative work on all cases they initiate, unless <br />their patrol schedule (midnight watch usually) precludes any effectiveness, or if the case involves a <br />level of complexity that requires intense contact with another agency, numerous witnesses and <br />suspects or there is an immediacy aspect. <br /> <br /> <br />
