Later in 1994, the possibility exists for more involvement in DUI enforcement programs, <br />Crimewatch seminars/education and special traffic/security pa~-ols. <br /> <br />I will be using Officer Arneson during I994 as a systems manager to train all staff on the use of the <br />new computer system and to work on doing initial troubleshooting of the system. He will also <br />determine for myself and the Sergeant the types of reports that can be. retrieved for department <br />operations. I feel that, at least initially, since he is quite knowledgeable on computers and is an <br />experienced officer, it is best that he be the trainer. It is possible that later another staff person in <br />the City could do hardware and software troubleshooting or it could be contracted out; however the <br />latter could be awkward for minor problems or system questions. <br /> <br />The D.A.R.E. program will again be conducted at the Ramsey Elementary School. At this time, <br />the actual class sizes are unknown since we do not know Anoka-Hennepin District I l's plans for <br />Ramsey fifth-graders currently going to school in Anoka. It is possible, but likely that an <br />additional ninety fifth-graders could come into Ramsey Elementary School in the fall start. If this <br />were to be the case, the officer would nearly double his time involvement. With that increase and <br />the bike road-co, and depending on when he would star~ the program, fail of 1994 or January of <br />1995, hc could nearly double his involvement. With the 1994 staffing level as of Janua.ry I, 1994, <br />the D.A.R.E. officer will be removed from the patrol schedule and will work the D.A.R.E. <br />schedule as needed to properly instruct the program. To clarify this as it relates to the patrol <br />schedule, he will still do some patrol work, but will be off the formal schedule for purposes of <br />counting on his presence. A fall start for D.A.R.E. in t994, without the bike road-eo and at the <br />approximate t993 student toad, would take up about 320 hours of his time. If the 90 additional <br />students come in, however, this could rise to nearly 600. Other duties for him will be to <br />coordinate the Becky Weiss Memorial Bike Road-co and assist patrol, investigation of <br />administration in other areas where those duties do not affect the D.A.R.E. program. This <br />scheduling will end by June 1 st. <br /> <br />During this year, we will implement the use of a Community Service Officer (CSO). This position <br />allows us to better use a patrol officer's rime in that the CSO will respond to a variety, of calls that <br />do not need the expertise of a sworn officer. ,Examples of this include, but are not limited to: <br />animal complaints such as loose or barking dogs, dog bites, problematic wild animals, etc.; park <br />usage problems such as lights at the ball fields, park users conduct; performing vacation house <br />checks, bicycling violations; snowmobile education programs, certain zoning code violations. The <br />CSO will do transcribing of officers' taped reports as needed to relieve Administrative office <br />personnel for other duties. If the CSO position cannot be tidied with a person who has these skills, <br />then the CSO will be part-me and a part-me transcriber will come in as needed. <br /> <br />This CSO position Mil have a shift that does quite a bit of floating, since them will be times when <br />he or she will have to work mornings to do transcribing or will be working nights for park patrol <br />or afternoons for zoning anc~ animal control. While the CSO could do dog licensing and conduct <br />the pet clinics, I feel the former should be part of a general City License Clerk position that would <br />handle all licenses, including liquor, for the City. <br /> <br />1995 <br /> <br />/~DMINISTP, A~TION: During this year we will review the operation of the new com~uter system <br />to determine the efficiency of both hardware and soft ware. With 1994's increase of recorded/ <br />transcribed reports and wi~h closer monitoring of the methods of entering the records, we hope to <br />determine the staff level needed to move into "hard-copy flee" goal for paperwork and know well <br />the range of reports that can be generated from the accumulated data. If the former appears to be <br />practical and beneficial we will select a date and begin pure electronic storage of data, with the <br />exception of unique data, signed originals or other materials not amendable to electronic storage. <br />As to the latter, we can then begin to produce reports that will tel1 us where problem amos, such as <br /> <br /> <br />
