MUNICIPAL WATER AND SEWER OPERATIONAL PLAN <br /> 1994 . 1998 <br /> <br />The day to da), opera:ion of these two function: is rather s~aight-for~'ard. The pending water <br />distribution study will provide an additional ghmpse into our five ),ear operational s~fing and <br />capital purchase needs. It is my projection that ~he study will point to first, a mechanical below <br />ground connection between the Cities of Anoka and Rare'racy near the intersection of Stat: Highway <br />~¢47 and Highway #10 and, second the need for additional well and treatment facility south of <br />Highway #10 and west of Feldspar Street N.W. that will be telemetered from our existing water <br />tower and a sigrdficar, t period thereafter, an additional water tower near the intersection of Sunfish <br />Lake Boulevard and County Road #116. As stated, the sewer and water system is quite tangible <br />and does not allow for a great deal of creativity. The task accounting system mat is scheduled to be <br />implemented in 1994 may point to minor improvements in operational efficiency, it is also likely <br />within the next five years that system components will be placed on computer with other CiD, <br />needs for storage and effective information retrieval. Perhaps the most significant operational <br />change wilt be the placement of all operating items on a multi-annual maintenance schedule, t::or <br />instance, the Cities sanitary sewer lines will be divided up into seven or ten sections, with the <br />oldest of those sections receiving cleaning on a seven to ten year maintenance schedule. Not only <br />will this allow us to specifically budget for sewer cleaning as opposed to reacting to spur of the <br />moment demands, it will also relieve the City of liability from a less pro-active maintenance <br />program in the event that there is a costly sewer back-up. <br /> <br />I suppose alt are aware thru the City is exploring the contracting of utility billing and meter reading. <br />The meter reading function will have minimal impact on operations and staffing. The program that <br />will be available with this service has the capabilit3, for recording all the particulars with an <br />individual account. One item of importance will be to n'ack the year of the individual meter system. <br />Given that capabilit3,, it is projected that as these meter systems reach 15 years of age, the computer <br />program wi!! generate a month_iy list of the oldest one-twelfth of systems and that information will <br />be forwarded to the urilitF depa~'tment for testing, cleaning and inspection. The final projection and <br />perhaps, coinciding with the addition of the third well will be the management of our water <br />pumping with the use of our existing modem to take advantage of off-peak pumping rares. <br /> <br />More to follow as these notions are integrated into the results of our distribution system <br />projections. <br /> <br /> <br />
