I <br /> I <br />:! <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />CASE # <br /> <br />HIGHWAY BEAUTIFICATION PROJECT; WEST HIGHWAY gl0 AND <br />RAMSEY ENTRANCE SIGN <br /> By: Mark Boos, Parks/Utilities Coordinator <br /> <br />Background: <br /> <br />The purpose of this case is to receive the Highway #10 beautification proposal prepared by <br />MnDOT and City Staff and to authorize Staff to formally submit the application and pursue <br />the project. <br /> <br />Observations: <br /> <br />Staff embarked on this endeavor based on the following: <br /> <br />A continuing goal set by Council is to seek out and secure external funding and to <br />advantage City resoumes. This project, including various elements of MnDOT's <br />Staff time is far in excess of a $20,000 dollar value for the benefitting area and the <br />City. <br /> <br />Much of the Highway #10 Corridor is perceived as uninspiring. This project will <br />provide beautification within approximately three miles of the median on Ramsey's <br />western boundary. The trees, flowering shrubs, and wildflower prairie will <br />provide continuity for this segment of Highway #10 that invites thousands of <br />guests to Ramsey each year. This natural continuity will serve to de-emphasize <br />areas of clutter. <br /> <br />The entrance sign completed in 1993 did not include any landscaping. This <br />proposal provides for this. It is hoped that landscaping, in conjunction with the <br />sign, wilI be cost shared with the businesses that share the sign. <br /> <br />A 1990-1991 State of Minnesota Omnibus Survey indicated that <br /> <br />-- 52 percent of respondents wanted more highway tree and shrub planting. <br /> <br />38 percent of respondents wanted continuation of the same level of highway <br />tree and shrub plantings. <br /> <br />It is believed that these numbers are representative of Ramsey resident's desire for <br />the City. <br /> <br />The City should direct its efforts for things that are tangible, long lasting, meet <br />needs and have potential for positive growth. This beautification project is <br />quantifiable, will appreciate with the plant's development, meets the desires of the <br />City for beautifying the most visible portion of our City, thereby affecting economic <br />completiveness. Further, it is likely this same partnership, if successful, can be <br />replicated for other areas of Ramsey's State Highway Corridors. <br /> <br />4 <br /> <br /> <br />
