The Project:

The City of Ramsey/MnDOT Community Landscaping Partnership consists of landscaping
of the City's Highway gl0 entrance sign, various plantings in conjunction with the weigh
station and establishing a short grass prairie of approximately 16.5 acres extending from
the weigh station to east of the Kovar Harrows warehouse.

Originally this proposal also entailed landscaping in and around the intersection of State
Highway #47 and County Road gl 16. This seemed ideal because of the City's trail
construction and landscaping occurring in 1994 at this same intersection (Federal Highway
funds, County Road gl 16 Alternative Transportation Corridor Grant, Cities of Anoka and
Ramsey, $113,244.00). However, in light of MnDOTs and the County's intersection
improvement looming in the near future, it was decided to focus on this intersection in the
fall or on a subsequent date. The #47/#116 plan is shown on your Partnership Plan
attachment provided by MnDOT and the plant materials and costs are also included in that
document.

MnDOT will be responsible for plan preparation, ordering plant materials (MnDOT will
fund all that which is within their fight-of-way.

The City will be responsible for the materials associated with the entry sign). The City will
assist with preparations for the Partnership Day and organize the volunteers. (Please see
Year One - hour activities). It is expected that one or two full time persons from the City's
Park Staff and the Environmental Specialist will be on duty Partnership Day. There will be
some planting and miscellaneous occurring during the regular work week by the City.
(This is due to plantings in the median. MnDOT and Staff want to reduce the volunteer
planting sites to the weigh station and the entrance sign for safety and logistical reasons).
This 70 person hours is also detailed in the Year One activities.

All hour projections are liberal and include all related activity. The City is also responsible
for maintenance of the plantings for their anticipated life span. this does not mean
purchasing plants that "croak", but it does mean removal and possible replanting of dead or
damaged materials. For practical purposes, maintenance of the plantings means care and
watenng the first year, possible plant and mulch replacement the second year, and
corrective pruning and nominal care the third year. This constitutes a reasonable time for
establishment. All plant species are native and locally hardy and salt tolerant. Once
established they will survive all but severe climatic extremes with the help of the planned
for soil amendments.

I
I
I
I
I
!
I
I
I
I
I
I
I
I
!
I
I
I
I
