CRITERIA FOR EVALUATING APPLICATIONS <br /> <br />After the application has been submitted to Mn/DOT, additional information may be required. <br />Clarification of vague or ambiguous application materials may be requested by the Mn/DOT review <br />terun. Incomplete applications (i.e., missing supporting documents, etc.) may not be considered for <br />funding. <br /> <br />In order for an application to be reviewed, it must contain the basic, minimal requirements as outlined <br />in this manual. Applications may be approved for funding in the full one to one match amount or in <br />an amount less than requested, <br /> <br />The criteria to be used in reviewing and ranking qualifying applications include: <br /> <br />l. Extent to which the proposed project meets one or both of the goals of the program.- :- <br /> <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br /> <br />2. Extent to which the proposed project is consistent with lvln/DOT's "Policy Guidelines and Priorities <br /> for Landscaping State Highways."-(see Appendix IV): <br /> <br />r.I <br /> <br />3, Extent to which the proposed project and partner demonstrate a strong likelihood for successful <br /> installation, establishment and protection (maintenance) of the roadside landscaping investment. <br /> <br />COORDINATION WITH OTHER PROGRAMS' <br /> <br />Communities are encouraged to coordinate their Community Roadside Landscaping Partnership <br />Pro,am projects with other available pro,ams and resources (listed in Appendix II). <br /> <br />Communities are encouraged to solicit technical assistance from local professionals and natural resource <br />specialists such as the U.S.. Forest Service, the MN Depariment of Natural Resources, The Mn <br />Department of Agriculture, the Soil Conservation Service, and the Soil and Water Conservation District. <br /> <br />PROGRAM SCHEDULE <br /> <br />See Appendix VII for flow diagram of partnership program process. The time schedule for <br />application submittal, award and completion of the activities for the Community Roadside Landscap- · - <br />ing Partnership Program is listed below. · ....... .:,,: ..... ,-..".'-.-~ .-.: ' ........ <br /> <br />- Request technical assistance from or submit applications to the Minnesota Department ofTranspor~. <br /> ration District Office anytime (see Appendix III). <br /> <br />Awards will be announced by letter at routine intervals throughout the year. Unsuccessful <br />candidates may resubmit applications to be eligible for consideration the following year. Fiscal <br />year runs from July 1st to June 30th. <br /> <br />Completed applications with approved plans and all required documentation should be submitted <br />at least three months prior to the desired start date for implementation unless award has been made <br />upon receipt of a preliminary application and contingent upon receipt of a revised final <br />application. <br /> <br />Spring season planting is recommended for roadside projects and all components of the project <br />phage, as awarded, must be completed by the end of the first full growing season (early April to early <br />November) as scheduled. <br /> <br /> I <br /> I <br /> I <br />I <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
