On the 22nd of June, 1993, the Ramsey City Council <br />approved your request for a conditional use permit to disassemble engines and transmissions and <br />conduct wholesale activities on Lots 2, 3 and 4. Enclosed for your records are fully executed <br />copies of the findings of facts and the conditional use permits that were approved. Also enclosed <br />for your records is a copy of the Site Plan Development Permit issued for the construction of the <br />new building on Lots 2 and 3. Upon providing the City with the $46,680.00 financial guarantee, I <br />wilt authorize the Building Official to release the building permit for the structure. <br /> <br />Since these proceedings began in March, I have received 10 incident reports and/or complaints <br />regarding your operations. As you recall, obtaining the conditional use permit for Lots 2, 3 amd 4, <br />and site plan approval for your new building hinged on your improving the condition of premises <br />on all four lots. You did put forth'the effort and your requests were approved. Since then, I have <br />been observing your operations and the condition of premises has been steadily declining at an <br />alarming rate. This situation is unacceptable and constitutes violations of both of your conditional <br />use permits, at a minimum, in the following areas: <br /> <br />1. Preparation of feedstock outside of opaguely screened areas. <br /> <br />2. Deterioration of required 90% opacity screening. <br /> <br />3. Storage of feedstock and other materials not screened from adjoining properties. <br /> <br />4. Outside storage of debris, inoperable equipment and vehicles. <br /> <br />5. Use of trailers for long term storage. <br /> <br />6. Operations on Lots 2, 3 and 4 are not being conducted wholly within a building. <br /> <br />Traffic not being controlled so as to avoid congestion of public right-of-way and <br />traffic hazards. <br /> <br /> <br />
