planted in Flintwood Hills First Addition. <br /> <br />The Commission reviewed the City Engineer's report dated December 1, 1987 <br />regarding the proposed Flintwood Hills 5th Addition. <br /> <br />Mr. Data stated that he is concerned with the impact of drainage and <br />commercial lighting on his property. <br /> <br />Motion by Commissioner Shumway and seconded by Chairman Zimmerman to <br />recommend approval of Mr. Dick Carson's request for preliminary plat <br />approval of Flintwood Hills 5th Addition and to request that staff research <br />the requirement in Resolution #84-85 calling for a $500 payment for trees <br />not planted in Flintwood Hills First Addition. <br /> <br />Further Discussion: Ms. Norris noted that no development can take place <br />until there is a site plan approval and an agreement entered into with the <br />city. <br /> <br />Motion carried. Absent: <br /> <br />Case #3: Request For M~te~ An~ Bo~nds.Subdi¥~sion; Cas~ Of Mr. Jerry <br /> Noller: <br /> <br />Mr. Jerry Noller was present requesting a metes and bounds subdivision of a <br />30 acre parcel located north of Trott Brook and Brookview Estates and <br />southwest of Riverwood Hills Plat 1 into 3 ten acre parcels. The property <br />is landlocked and he proposes to access the three lots by private driveway <br />easements. <br /> <br />Ms. Norris reported that John Stine of DNR expressed concern about the <br />soils as there is a great deal of low area in this parcel. <br /> <br />The Commission consensus was to now allow a metes and bounds subdivision <br />with no public access or street frontage being provided. The Commission <br />suggested that Mr. Noller coordinate and negotiate with the property owner <br />to the north for an easement for future public roadway to serve that parcel <br />to the north and Mr. Noller's parcel. <br /> <br />Motion by Commissioner Howell and seconded by Commissioner Shumway to table <br />Mr. Noller's request for metes and bounds subdivision. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue, <br />Hendrickson, Shumway, Howell and Terry. Voting No: None.
