grading plans ~or T~e North Forty, a 40 acre parcel located north of <br />Central Park and east of Armstrong Blvd. <br /> <br />The Commission reviewed the City Engineer's report dated March 1, 1988. <br /> <br />Mr. Gust reported that there are soil borings and a copy will be ~orwarded <br />to City Engineer Raatikka. <br /> <br />Discussion ensued regarding the Park Commission's recoma~ndation to acquire <br />a strip o£ property along the east side of the property for use in the <br />City's proposed multi-use trail system. Mr. Gust stated that he believes <br />there is an error in the Park Commission's computations as a 4u-6U foot <br />strip along the property boundary does not add up to 4 acres. <br /> <br />Motion by Commissioner Howell and seconded by Commissioner Shumway to <br />recommend that City Council approve of Mr. Richard Sybrant's request kor <br />preliminary plat approval of The North Forty contingent upon the following: <br /> <br />1. Compliance with Items ~2 and ~3 of the City Engineer's report <br /> dated March 1, 1988. <br /> <br />That the plat De sent back to the Park and Recreation Commission <br />for proper description of their requirement for acquisition of <br />land tor the proposed multi-use trail system. <br /> <br />3. Compliance with guidelines set forth by the County Engineer in his <br /> letter dated February 23, 1988. <br /> <br />Further, to recommend that variances be granted to lot width for Lot 4, <br />Block 3 and to minimum cul-de-sac length. <br /> <br />Motion carried, voting Yes: chairman Zimmerman, Commissioners Shumway, <br />Terry, ~Due and Howell. Voting No: None. Absent: Commissioners Holm <br />and Hendriksen. <br /> <br />Q~se #10: Request For Site Plan Review: Case Of Mr. Richard. Dreher: <br /> <br />Mr. Richard Dreher was present requesting site plan review of the proposed <br />second phase of River's Bend Plaza. Mr. Dreher noted that there is a <br />slight change trcm what was presented during site plan for Phase I in that <br />the building wlll be 4u-45 feet shorter to accommodate a contiguous play <br />area required Dy the major tenant, a day care center. <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Howell to <br />recommend that City Council approve Mr. Dreher's request for site plan <br />review. <br /> <br />Further Discussion: Commissioner Howell expressed concern with the <br />proposeG location for the day care center playground.
