Case #6~ <br /> <br />Requ_est For Preliminary Plat _Approval Of Rambosek Red Oak <br /> Estates: Case Of Mr. John Rambosek: <br /> <br />Mr. Howell noted that reports from DNR and the County Engineer have not <br />been provided as requested by this Commission on March 1. <br /> <br />Ms. Norris noted that the agenda includes a letter from Anoka County <br />Assistant County Engineer William Sironen; John Stine of DNR will be at <br />City Hall on March 18 and will review the plat. <br /> <br />Steve Nixon- 16300 Wolfram - Stated he has done some research and the <br />subject property is not under DNR jurisdiction; Corps of Engineers were to <br />do an on-site inspection and report to Ms. Norris. <br /> <br />Ms. Norris stated that she has forwarded information to DNR and the Corps <br />of Engineers; she has received on reports from~ither. <br /> <br />Motion by Commissioner Howell and seconded by Commissioner Shumway to table <br />preliminary plat approval of Rambosek Red Oak Estates until reports are <br />received from DNRand Corps of Engineers. <br /> <br />Further Discussion: Commissioner Shumway stated that the Park Commission <br />has recently reviewed plats for which land for the multi-trail system is <br />desired as park dedication; the amount of land required is not the maximum <br />the city can take; the Park Commission is requesting that Planning and <br />Zoning support the Park Commission recommendation that City Council adopt <br />an emergency ordinance regarding park dedication to enable the City to <br />require land and fee in lieu of the maximumamount of land not beingtaken. <br />Tom Rachel of 6350 163rd - Stated that residents are opposed to the <br />extension of Wolfram Street across County Ditch 93 and into Menkveld's <br />Country Park. Chairman Zimmerman stated that the subject of extending <br />Wolfram was brought up by City Council during platting of Voltin's Oak Hill <br />Estates. Mr. Steve Nixon stated that residents were assured Wolfram would <br />be terminated at the cul-de-sac. Chairman Zimmermandisagreed and stated <br />Council eventually wanted a road to the south. Steve Nixon inquired why <br />residents of Menkveld's Country Park weren't notified of additional <br />platting in process in that area (OakwoodHills); why does the City want <br />Wolfram extended?; what did Jon Rambosek have in mind when he buried debris <br />on Lot 2; JonRambosek did not have any permits to start site preparation. <br />Commissioner LaDue replied that State law requires public hearing notices <br />to be sent to properties within 350 feet of the subject parcel and <br />residents of Menkveld's Park are not within 350 feet of Oakwood Hills. <br />Commissioner LaDue stated that it is Council's policy to extend streets <br />wherever possible; cul-de-sacs have always been considered temporary and <br />intended to be extended to provide for future access to adjacent acreage. <br />Mr. Dale Voltin noted that the development agreement for Voltin's Oak Hill <br />Estates required him to provide easements between Lots 1,2 and 3,4 for <br />future access and that Lots 1, 2, 3 and 4 would not be subdivided until <br />another access to that area was provided. <br /> <br />Commissioners Howell and Shumwaywithdrew their motion. <br /> <br />Planning and Zoning Commission/March 17, 1988 <br /> <br />Page3 of 8 <br /> <br /> <br />
