hearing by Planning and Zoning, to have the City's Comprehensive Plan <br />amended to include these areas in the 1990 Urban Area. Commissioner <br />Shumway expressed concern that Metro Council is aware of the request coming <br />before them prior to Ramsey's Planning Commission even being consulted on <br />the matter. Ms. Norris explained that City Staff has been negotiating with <br />Metro Council for 1-1/2 years to amend Ramsey's F~JSA boundaries; developer <br />requests for inm~diate sewer and water service prompted this particular <br />amendment to the 1990 Urban Area. Commissioner Shumway stated that in the <br />best interest of planning and zoning, he feels Juniper Woods would conform <br />to the area better if it were developed with 1/2 acre lots. Ms. Norris <br />reminded the Commission that no concerns of this nature were expressed when <br />they reviewed the sketch plan for Juniper Woods. Mr. Miller confirmed <br />that Planning and Zoning expressed no concerns when they reviewed the <br />sketch plan and the developers of Juniper Woods were encouraged to proceed <br />to preliminary plat knowing that the plat was contingent upon Metro Council <br />approving modifications to the 1990 Urban Area boundaries; there is no <br />selection of areas to receive the capacity involved as the modification to <br />the 1990 Urban Area includes some 150 acres. Ms. Jean Schlueter inquired <br />if the modifications to the 2000 MUSA configuration is a result of <br />developer requests. Ms. Norris replied that the 2000 MUSA modifications <br />are based on City Staff projections of where expansion will occur. Ms. <br />Schlueter stated that developers have a great influence on that MUSA line; <br />noted that the last Council meeting was the first time she heard anything <br />about Rum Acres Estates Outlot B being developed; that she is surprised <br />that Metro Council has already been contacted and the residents of Rum <br />Acres had no information provided to them regarding 75 homes to be built <br />adjacent to th~ in the next 2-1/2 years; the City should not make any <br />decisions until Metro Council has approved expanding the urban area. <br />Chairman Zimmerman replied that the normal procedure is for Planning and <br />Zoning to review the sketch plan; the developer proceeds to preliminary <br />plat stage which includes a public hearing; tonight's public hearing on <br />Juniper Woods is the first step in platting and receiving public comment. <br />Ms. Schlueter replied that Metro Council has already been approached <br />regarding sewer and water capacity necessary for the Juniper Woods plat; <br />the residents of Rum Acres Estates and Planning and Zoning have been <br />bypassed. Mr. Raatikka explained that Metro Council is working on <br />population projections and sewer capacity allocations for cities; Ramsey <br />provided input regarding where it's Year 2000 MUSA boundaries should be; <br />Metro Council is reluctant to modify Ramsey's ~3SA boundaries because the <br />City has not developed it's rural area with 1 unit per 10 acres as directed <br />by Metro Council. Mr. Raatikka stated that during these negotiations with <br />Metro Council, Mr. Miller and Mr. Anderson requested the extension of sewer <br />and water to be able to develop their property; Council indicated that the <br />City should attempt to accommodate the requests for extension of sewer and <br />water. Ms. Schlueter noted that the City also made a commitment to <br />encourage full development of River's Bend and Flintwood before expanding <br />the urban area any further. Mr. Miller noted that the Juniper Woods area <br />was originally included in the 1990 Urban Area but withdrawn at some later <br />point. Commissioner Hendriksen inquired if there are more potential areas <br />of develo~ent that would like to be included for that additional sewer <br />capacity than the City will be able to accomodate. Mr. Raatikka replied <br />that there probably are other areas that desire the services.
