Case #3:. Conside~ Amendment To City's Comp_rehensive_Plan: <br /> <br />Chairman Zimmerman noted that the City Engineer's letter dated May 3, 1988 <br />indicates that he does not foresee develo~nent of Outlot B, Rum Acres <br />Estates with municipal sewer and water impacting the surrounding well and <br />ground water levels. <br /> <br />Ms. Norris explained that the proposed amendment to expand the urban <br />boundaries in the Comprehensive Plan is a result of developer requests for <br />extension of utilities to the following areas: a) property immediately <br />north of River's Bend and Outlot B of Rum Acres Estates; b) property west <br />of Ramsey Terrace; c) the Schwartzman property west of Riverside <br />West. The first step in the amendment process was the public hearing <br />conducted by thisPlanning Commission. Now the Planning Commission should <br />make a recommendation to City Council regarding whether or not to expand <br />the urban boundaries to include these areas. <br /> <br />Commissioner Shumway expressed concern with developing high density <br />neighborhoods (Juniper Woods) adjacent to rural areas (Rum Acre Estates). <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Terry to <br />recommend that City Council make no amendments and restrict urban <br />development to the Urban Area noted in the 1990 Comprehensive Plan. <br /> <br />Further Discussion: Ms. Norris noted that the City is limited in the <br />amol~t of residential area available for urban development in the 1990 <br />area. Commissioner Shumway replied that some consideration has to be given <br />to retaining the rural atmosphere some people moved to Ramsey for. <br />Commissioner Holm stated that growth and development happen whether it is <br />liked or not; the urban area should be expanded and the city should work <br />with developers for a compromise between rural and urban areas. Chairman <br />Zimmerman stated that he would be in favor of expanding urban boundaries to <br />include that property west of Ramsey Terrace. <br /> <br />Motion failed. Voting Yes: Commissioners Terry, Shumway and Hendriksen. <br />Voting No: Chairman Zimmerman and commissioners Holm and LaDue. Absent: <br />Commissioner Howell. <br /> <br />Motion by Commissioner Holm and seconded by Commissioner Hendriksen to <br />recommend that City Council amend the 1990 Comprehensive Plan to expand the <br />urban boundaries to include that property west of Ramsey Terrace and that <br />property west of Riverside West. <br /> <br />Further Discussion: Commissioner Shumway stated he would be in favor of <br />the motion if it excluded that property west of Riverside West. <br /> <br />Amendment by Commissioner Holm and seconded by Commissioner Hendriksen to <br />recommend that the property west of Riverside West be excluded from the <br />expanded urban area. <br /> <br />Amend~ent carried. Voting Yes: Chairman Zimm~rman, Commissioners Terry, <br />LaDue, Hendriksen, Holm and Shumway. Voting No: None.
