r.:ompar~y or the city or the governmental agencies say. '['hat
is a sad statemen~ o~ our li~e~ isn't, i~? The positive
bene~:i'~ is that the people can make wonderful watch dogs o~
industr~ and government. Everybody ~omes out. ahead because
o~ that.

I have r'ead many articles about the increase in i].]eclal
dispo:sal of hazardous and ot. her waste materials. I i~m mucln
more {r'ightened by this than I am o¥ disposal done in a
regu].at, ed industry. I have no control over my neighbors who
may pour oil on the soil or t, hr'ow pair~t, cans :i.n the garbage
or put pestic:i, des on their lawns. I cannot stop them ~rom
smoking in their own homes or burning their t_tncc~n~rolled
~irep:l. aces in the winter. I do some o~ these things myself.
I',lobody is going to "shut down" me or my neighbor or those
peop].e and companies who are illegally dumping waste and are
nc)t':, c:aught. A company like this can be shut down by the F'CA
or EPA if it doesn't meet acceptable standards, i ~eel much
sa~er wi~h tho{.

Personally. I hope this does not come to a public vote.
That would lengthen the process more than Atlas might be
able to handle. More importantly too many people would
negatively vote because o¢ the one word~ incincerator,
wi'Lhout becoming in.¢ormed enough to make an intelligent
d e c: :i~ s :i. o n.

'Yc:,u are in a cliffic:ult position when yc, u must decide on such
an emotionally charged issue as this. I hope you will be
able %.o look ail: all sides anti arrive at satisfactory answers
to your questions, tf your decision is to grant the per'mit~
I hope that will mean yc, u are convinced that the plant wi].].
not cause a health hazard to us, that the company is
responsible~ and that it will mee~ and exceed industry
r-egulatior~s. If yOLt decide against the permit, I hope that
decision would be matte because you have studied t. he evictence
available and believe the incinerator would cause
environmental pr'oblems; not because there is some vocal
opposition that is difficult to deal with.

It is '.VOLtr job to make the decision. I don't envy you the
position you are in, but it just goes along with the job.

I wish there could be 10£4% assurances that the stack
emission would be 1OD% clean. I know that is not possible.
I¥ this company can prove it meets all the regulations so
tha'b the environmental concerns are acceptable: I believe
the permit should be granted.

¢F. erely '~/ours,

427--:}';866
