Case 0~ Nord Motors: <br /> <br />Ms. Norris noted that she has not received a site plan from the applicant <br />and representatives of Nord Motors are not present this evening. <br /> <br />Motion by Commissioner Howell and seconded by Commissioner Holm to strike <br />Nord Motors' request for a conditional use permit from the agenda. <br /> <br />Motion carried. Absent: Commissioners Shumway <br />and LaDue. <br /> <br />Case #4: ~pt Findings Of Fact Related To Proposed .Amendm~t ..To <br /> Compr~ehensive ~ Plan: <br /> <br />Commissioner Hendriksen explained that he is opposed to Outlot B of Rum <br />River Acres being developed with urban size lots because it is bordered on <br />the east and west by one-acre subdivisions; Outlot B is actually beyond the <br />1990 urban boundary represented in the Comprehensive Plan. <br /> <br />Chairman Zin~erman inquired if it would be fair to expand the urban area <br />knowing that developers of rural area would be restricted to an average <br />density of 1 unit per 10 acres. <br /> <br />Ms. Norris stated that the City would have to specify a date when the 1 in <br />10 policy would be in effect so as to allow plats in the platting process <br />to oontinue at their requested density. <br /> <br />Motion by Commissioner Howell and seconded by Commissioner Hendriksen to <br />table adoption of findings of fact relating to the proposed amendment to <br />the Comprehensive Plan and to request that City Staff: 1) Provide <br />additional ~nformation regarding the relationship between the rural and <br />urban area, specifically the density issue and development rights of owners <br />of larger tracts land; 2) To research why no more than two areas are not <br />being added to the Urban area; 3) To report on the reasons why expanding <br />the Urban area would benefit the City; 4) To research the possibility of <br />hiring an appraisor to study the impact of Urban development on adjacent <br />one-acre subdivisions. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, <br />Howell, Holm and Terry. Voting No: None.
