Mr. Labat replied that 38 tons a day is not <br />necessary for experimentation but Atlas needs 38 tons a day to generate <br />revenue to conduct research and develol~nent; research and development is an <br />expensive process. Commissioner Holm inquired if complying with the no <br />hazardous waste to be burned requirement is going to be a problem. Mr. <br />L~bat stated that the problem with hazardous waste is whose definition to <br />follow-- EPA, MPCA or other; Atlas does not intend to burn hazardous <br />waste as defined by the Federal agency; Atlas is not trying to develop a <br />plant for hazardous waste. Val Carver of Atlas stated that Atlas does not <br />plan to accept waste if it is classified by Federal law as hazardous; <br />gasoline is considered a hazardous waste and technically, so is vodka. <br />Commissioner Holm inquired if Atlas would be willing to comply if in the <br />future Ramsey adopts noise, odor and other emission standards. Mr. Labat <br />replied that Atlas will comply as long as the standards are reasonable and <br />proper and uniformly enforced. <br /> <br />Motion carried.
