Commissioner Hendriksen - Referred to the letter from Beverly Bilbin and <br />the Star and Tribune article enclosed regarding studies done in <br />Philadelphia which indicate soil surrounding a burning plant was 50 times <br />higher in dioxin content than any other urban soil in the nation and 7 <br />times more severe than what is considered safe. <br /> <br />Ann Jackson - Noted that the article is an editorial from the Minneapolis <br />Tribune and she is not familiar with N.W. Incinerator's operation in <br />Philadelphia. Ms. Jackson stated that dioxins are a product of incomplete <br />combustion; she does not knc~ if Philadelphia has proper controls. <br /> <br />Commissioner Hendriksen - Inquired if there are good and bad dioxins. <br /> <br />Ann Jackson - Stated that dioxin is a grand term for many forms of <br />polychlorinated dibenzo dioxins. A very small fraction of dioxins are <br />dangerous and "50 times more concentration" may not be a signficiant <br />finding. <br /> <br />Commissioner Hendriksen - Stated that Beverly Bilbin's letter raises <br />questions regarding experimental burning. <br /> <br />Val Carver - Stated that Atlas does not propose to burn anything that is <br />not already currently being burned in an incinerator somewhere; Atlas is <br />not moving into new fields; through research and development, Atlas is <br />trying to determine if better performance can be obtained by gathering data <br />from testing, modifying and retesting. There may be some very limited <br />burning in the research and development incinerator to see if the <br />incinerators do what Atlas says they will; there will be a scrubber system <br />continuously operating in case something doesn't work out as planned. <br /> <br />Commissioner Hendriksen - Ir~uired as to how this research and development <br />aspect of the operation affects MPCA permits. <br /> <br />Ann Jackson - Stated that the entire facility, including research and <br />development, is proposed to be permitted. Ms. Jackson stated that Atlas' <br />incinerator is similar to many that already exist in the State and other <br />than to meet air quality standards, at this point she can't foresee any <br />other special requirements being made at this proposed Atlas facility. <br /> <br />John Lucia - 14341 Uranium - Stated he lives in Hunter's Hill, he welcomes <br />more jobs in Ramsey and encourages Atlas to locate in Ramsey. Mr. Lucia <br />noted that he moved to Ramsey because of it's environment and he doesn't <br />want to see it hurt any more; he was told the landfill would be closing ~nd <br />he is still contending with it; he doesn't want to have to contend with a <br />burning plant in his back yard. <br /> <br />Bob Schwartz - 5600 142nd Lane - Referred to Case #8 on the agenda which <br />indicates that Atlas is requesting tax increment assistance. Mr. Schwartz <br />inquired if there will be a property tax increase to Ramsey residents <br />because of the Atlas project. <br /> <br />Mr. Hartley - Replied that the request before the Planning and Zoning <br />Commission, and ultimately before the City Council, is for tax increment <br /> Planning & Zoning Public Hearing/June 16, 1988 <br /> <br />Page 3 of 7 <br /> <br /> <br />
