Mr. Heinen <br />referred to Atlas' site plan and suggested that the placement of Building F <br />and I be reversed to keep as much ground as possible between Atlas' burning <br />facility and Hunter's Hill. Mr. Heinen suggested that efforts continue to <br />get Atlas to locate in Ramsey, but not near a residential neighborhood and <br />then keep residential from developing too near Atlas. <br /> <br />Val Carver - Engineer with Atlas - Stated that reversing the locations of <br />Building F and I is possible but it might cause problems with respect to <br />fire safety; the suggestion will be considered. <br /> <br />Commissioner Howell - Inquired if the minutes of the June 7 public hearing <br />are transcribed as he would like to review the questions that were directed <br />to MPCA. <br /> <br />Sylvia Frolik - Planning Commission Secretary - Replied that the minutes <br />are not yet transcribed. <br /> <br />Ann Jackson - MPCA - Stated that it is a two step process to acquire <br />permits for construction and operation. The first step is preparation and <br />public notice of the environmental assessment worksheet. The second step <br />is preparation and public notice of the permitting itself. The State has <br />received the permit application and preliminary information as part of the <br />environmental assessment worksheet. The intent of the EAW is to evaluate <br />the environmental impacts from the facility. The EAW requires Atlas to <br />provide a rather extensive amount of information regarding the amount and <br />type of emissions from the facility, ash handling, windblown dust, etc. <br />When and if Atlas has answered MPCA's questions through the EAW to MPCA's <br />satisfaction, the assessment is put out for public notice and a hearing is <br />usually held in front of the Citizens Board. If the Citizens Board <br />determines that there is not significant environmental impact, they will <br />prepare a negative report. <br /> <br />Terry Villeneuve - 6249 143rd Lane - Inquired if there are other similar <br />facilities in the country that MPCA has been reviewing for data. <br /> <br />Ann Jackson- Stated that Atlas is not operating any other incinerator <br />facilities. Atlas will have to gather data from other facilities in the <br />country and determine if they can operate in the same manner. <br /> <br />Terry Villeneuve - Inquired about the chances of Atlas expanding their <br />operation to be even closer to Hunter's Hill; he is concerned with air <br />pollution. <br /> <br />Mr. Labat - Replied that Atlas doesn't know of any similar facilities in <br />the U.S. There are several much larger burn sites that Atlas has sold <br />equipment to that are in constant operation. Incineration is a common <br />practice in the eastern U.S. because they have run out of room for <br />landfills.
