If there <br />there are a sufficient number of signatures on the petition, an election in <br />certain circumstances would be held. <br /> <br />Ann Jackson - Stated that there is a similar appeals process at the State <br />level. <br /> <br />Mr. Iabat - P~ad the conditions proposed in the conditional use permit. <br />Mr. Labat stated that the 14 conditions are inclusive, demanding and exact; <br />at least 5 of th~m pertain strictly to State law. Mr. Labat reiterated <br />that Atlas does not want to do anything to negatively impact it's <br />reputation; Atlas does not want to expand research and development; they <br />want to expand manufacturing. <br /> <br />Chairman Zimmerman - Noted that if Atlas fails on any one of the 14 <br />conditions, the permit is revoked. <br /> <br />John Heinen - Inquired as to how Atlas will be policed; meat packing plsnts <br />have government officials on the site at all times. Also, it appears that <br />MPCA knows a very small percentage of what people from Atlas know about <br />their product and what they can accomplish with certain scrubbers. Can <br />Atls~ be governed and is it done daily? <br /> <br />Ann Jackson - Stated that MPCA issues 5 year permits. As a part of permit <br />issuing and review, MPCA requires installation of continuous emission <br />monitors. All incinerators are required to go through performance testing <br />to see that they meet State and Federal criteria on emissions. The state <br />frequently does unannounced inspections of the facilities. <br /> <br />Todd Hunt - 6337 143rd Lane - Stated that he has not lived in Hunter's Hill <br />very long but everybody there has been told many ti~s that the dump w~.ll <br />close. Inquired why he should believe that Atlas' ashes won' t be dumped at <br />the landfill; it certainly seems convenient %o locate near a landfill. A <br />cable t.v. ad indicates that Atlas is requesting to build their corporate <br />headquarters in Ramsey; it doesn't mention the incinerator portion of the <br />project. Inquired about the psychological impact to his property value and <br />how he will be compensated. <br /> <br />Mr° I~bat - Stated that Minnesota does not allow any incinerator ash to be <br />disposed of in any sanitary landfill. There are landfills in Iowa and <br />Wisconsin that do accept ash. Atlas has a very small amount of ash and <br />records indicate where it is being disposed of. <br /> <br />Roger McCulley - 14431 Wolfram - Stated that he would like to see a <br />Atlas ~issions compared to the pollutants people breathe every day; data <br />regarding how far Atlas' emissions will drift and how that would compare <br />with the missions from the Elk River drifting downwind. <br /> <br />Val Carver - Stated that a typical home range that burns natural gas emits <br />5 times more concentration of carbon monoxide than what is being proposed <br />for maximum limits at Atlas' proposed plant.
