maximin capacity. The plant running at full capacity would emit 1/3 or 1/6 <br />as much polycyclate hydrocarbons as that emitted by fireplaces in Ramsey on <br />a normal winter day. Regarding carsonogenics, the risk rate for the amount <br />of emissions that would occur at the plant is 1 cancer per 1,000,000 people <br />per year; the rate for carsonogenic exposure for smokers is 1 cancer per <br />50,000 people per year. In discussions with Elk River, he has learned that <br />the plume from the RDF does not drift towards Ramsey. <br /> <br />Ann Jackson - Stated that the state cannot make a comparison study because <br />they have not seen Atlas' emission rates for pollutants of concern. MPCA <br />will be concerned with the range of emissions and how much ends up in the <br />air. Another thing the State has to look at is mottling and how far the <br />impacts will be. <br /> <br />Mr. Labat - Stated that Elk River supplied him with their mottling data and <br />it indicated that dispersion from their RDF plant was such that anything to <br />do with Atlas' facility would be virtually impossible to detect; it was so <br />insignificant that it was needless to measure. Minnesota says that <br />comparing to Elk River's mottling is not enough and Atlas will have to <br />prepare it's own mottling data. <br /> <br />Mr. Heinen - Requested a reply to Mr. Hunt's earlier comments regarding' a <br />tax break for citizens of Hunter's Hill and other immediate areas because <br />of the landfill existing and possibly Atlas too. Mr. Heinen stated that he <br />is sure Minnesota will change it's laws and the Ramsey landfill will be <br />able to accept ash; would Ramsey allow the dumping of ash at the landfill? <br /> <br />Mr. Goodrich - Stated that the city does not have the ability to give tax <br />breaks; such action would require enabling legislation from the State. ~ro <br />Goodrich stated that 5 years ago the City considered property tax relief <br />for people living in the area of the landfill and the Commissioner of <br />Revenue indicated that it would be almost impossible to devise that special <br />legislation. At that same time, Council decided to determine the impact of <br />the landfill on property values in the area. The City and the landfill <br />operators hired appraisors and it appeared that it was very difficult to <br />establish that the landfill had impact on adjacent residential properties <br />and the issue was dropped. The landfill has been operating under the 1971 <br />licensed height and volume limits. Those volume and height limits will be <br />approached shortly and citizens will be hearing about a public hearing <br />regarding a request by the operators to expand the landfill. A lot of <br />these issues are out of the City's control; Anoka County, PCA and Metro <br />Council regulate the landfill in Ramsey. <br /> <br />Val Carver - Stated that at maximum capacity, Atlas will be generating <br />about 3 tons of ash per day and hauling away about 3 loads per week. There <br />are well over 100 trucks going to the landfill every day. The intake at <br />the landfill in one day is equal to Atlas' ash generation for one year <br />operating at full capacity.
