Commissioner Holm. <br /> <br />Case #3: Consider Amendment To Section 170.01 of the Ramsey City C.ode <br /> E~tablishing A Moratorium On The Sitin_~ Of Landfills: <br /> <br />Ms. Norris stated that with this ordinance, City Council wants to allow <br />staff time to establish criteria for what should be considered whe~x a <br />proposal for a landfilll comes before the City, <br /> <br />Case #4: Request For Metes And Bounds Subdivision; Case Of Mr. John <br /> Roemhild: <br /> <br />Mr. John Roemhild was present request a metes and bounds subdivision of Lot <br />1, Block 2, Looyen's Addition. Mr. Roemhild is proposing to split the 4.75 <br />acre parcel into two 2.3 acre parcels; access to the lots would be from <br />Garnet Street. <br /> <br />Motion by Commissioner Howell. and seconded by Commissioner Shumway to <br />advise Mr. John Roemhild to proceed to accomp].ish the subdivision thro%~gh <br />the minor plat process in light of City Council action in 1979 to restrict <br />any further subdivision of the subject property until Garnet Street is <br />improved. <br /> <br />Further Discussion: Mr. Roemhild stated that he cannot afford to have <br />Garnet blacktopped; inquired if it would be possible to benefit all <br />benefitting lots and assess the project over a 10 year period. The <br />Commission advised Mr. Roemhild to discuss improvements to Garnet with City <br />Counc i 1. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Shumway, <br />Terry, LaDue, l{endriksen and Howell. Voting No: None. Absent: <br />Commissioner Holm. <br /> <br />The Commission recessed at 9:40 p.m. <br /> <br />Chairman Zimmerman called the meeting back to order at 9:50 p.m. <br /> <br />C_~ A~gp~ Findings Of Fact Related To Proposed Amendment To City's <br /> 1990 Comprehensive Plan (Continued): <br /> <br />Mr. Hart].ey stated that there are a lot of issues and reasons why Metro <br />Council is saying they won't approve expanding Ramsey's urban area until <br />it's density issues are in order. One of the reasons is that Metro Council <br />feels Ramsey is not encouraging growth in it's urban area. <br /> <br />The Commission requested that Mr. Hartley schedule a workshop session with <br />Metro Council the third week in August and place the proposed amendment to <br />the Comprehensive Plan on the agenda for the September meeting of the <br />Planning and Zoning Commission. <br /> <br />Dorothy Stadfelt - 15111 Juniper Ridge Drive - Stated that high density <br />development creates a need for more roads and schools. <br /> <br />Commissioner Hendriksen noted that there is a demand for 2.5 acre lots. <br />Metro Council is forcing urban development to happen 30 miles away from the <br />Planning & Zoning Commission/July 7, 1988 <br /> <br />Page 5 of 7 <br /> <br /> <br />
