Commissioner Hendriksen inquired if fencing could be installed to <br />discourage after-hour car shoppers from parking along the highway. <br /> <br />Ms. Norris noted that when the Kovar plat was approved, only two accesses <br />to the 6 lots were allowed; any blockage of the access to Mr. Rudesill's <br />lot affects access to the other lots in the plat that might not have the <br />same business hours as Mr. Rudesill. <br /> <br />The Commission discussed the potential safety hazard of persons driving <br />through a used car lot to access the other businesses in the Kovar <br />Addition. Commissioner Hendriksen stated that it was his understandin, g <br />that a temporary service road would be provided across the fronts of the <br />lot~ in the Kovar Addition until such time as a service road to the rear of <br />the plat is constructed. Ms. Norris noted that the development agreement <br />for Kovar Addition does not specifically require a temporary service road. <br /> <br />Chairman Zimmerman requested that Ms. Norris contact the Highway Department <br />to determine if Mr. Rudesill's property is allowed to drain into the ditch. <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Howell to <br />recommend site plan approval for Mr. Larry Rudesill's proposed building to <br />be located at 7445 Hwy. #10 contingent upon him blacktopping his property <br />up to the highway right-of-way, maintaining the first row of display <br />vehicles 25 feet back from the ditch and permitting that 25 foot blacktop <br />corridor to be used as a temporary access to other lots in the Kovar <br />Addition. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Shumway, <br />Hendriksen, Howell, LaDue and Terry. Voting No: None. Absent: <br />Commissioner Holm. <br /> <br />The Commission recessed at 9:50 p.m. <br /> <br />Chairman Zimmerman called the meeting back to order at 10:00 p.m. <br /> <br />Case #16: Request For Metes And Bounds Subdivision; C~ Of Mr. John <br /> Gobernatz~ <br /> <br />Mr. Gobernatz was present requesting a metes and bounds subdivision of a <br />one acre lot from a 40 acre parcel east of St. Francis Blvd. and northeast <br />of Cry. Rd. #63 to give to his son. <br /> <br />Ms. Norris noted that the minimum lot size is 2.5 acres with 200 feet of <br />frontage on a public road; access is proposed from a dedicated 66 foot <br />easement to the north of the parcel; past Commission policy has been to <br />recommend minor platting. <br /> <br />Mr. Gobernatz stated that he does use the property for agriculture and <br />giving a 2.5 acre lot would cut his field in half; the City has been <br />maintaining the easement to the north and it is signed as 177th Avenue. <br /> <br />Motion by Commissioner Howell and seconded by Commissioner Shumway to <br />recommend approval of a 2.5 acre metes and bounds subdivision for Mr. John <br /> Planning & Zoning Commission/July 13, 1988 <br /> <br />Page 5 of 7 <br /> <br /> <br />
