He revealed his firm needs $300,000 to break even with the projects it has funded. He has the <br />motivation and drive to continue to bring development to the City. <br />Commissioner Elvig suggested this type of summary be provided monthly. <br />Chairperson Jeffrey expressed concern that in a bid situation, Landform can be more competitive <br />with the information they already have, lessening the ability of local firms to make competitive <br />bids. <br />Commissioner Wise pointed out the most competitive bid is awarded the work much of the time, <br />and awards have gone to local companies. <br />Commissioner Ramsey noted synergy is one reason Landform may get bids since it is more <br />costly to bring someone in from the outside and get them up to speed. <br />Development Manager Lazan explained his firm knows the City's boundaries, where roads can <br />be moved, and an abundance of data regarding the City. He said he spent over 150 hours <br />compiling this data from 12 consultants that have worked in the City previously so it would be a <br />huge project to get others involved now and let them know the details. He added that the <br />language in the contract is to the effect of "the City will use contracted engineers to the extent <br />possible". He is part of a development team. <br />Development Manager Lazan stated he felt he was half way through the administrative tasks <br />needed to clear up titles, etc. It has taken 10 months to get that far. Possibly next year at this <br />time, he will be able to better gauge the day-to-day work and predict more accurately the <br />timeline on projects. <br />Commissioner McGlone called the question. He said he wanted to see if there is a consensus to <br />keep discussion going as it is. <br />Voting Yes: Chairperson Jeffrey, Commissioners Backous, Elvig, McGlone, Ramsey, Tossey, <br />and Wise. Voting No: None. Absent: None. <br />Commissioner Ramsey stated staff and Landform should go over the contract together to see if <br />they would like to change anything. <br />Commissioner Backous noted he is seeing the contract for the first time and is not in favor of <br />plowing through. He would like to look at some of the concerns. <br />Commissioner Elvig noted it is the Commission's responsibility to review this contract. He <br />added he believes Mr. Lazan's performance has been stellar. If anything in the contract needs <br />adjusting, this is the time to handle it. <br />City Administrator Ulrich indicated staff spent a lot of time drawing up the contract. He said he <br />thought Mr. Lazan has incentive to work hard for the City. He offered to help work on the <br />Housing and Redevelopment Authority / February 22, 2011 <br />Page 3 of 5 <br />
