15. That the proposed electrical substation may be visually <br /> disturbing to neighboring uses. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, <br />LaDue, Holm and Terry. Voting No: None. Absent: Commissioners Shumway <br />and Howell. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Holm to add the <br />following item to the proposed findings of fact: <br /> <br />23. That there were no objections offered at the public hearing <br /> regarding the proposed site. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, <br />LaDue, Holm and Terry. Voting No: None. Absent: Commissioners Shumway <br />and Howe]. 1. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner LaDue to <br />recommend that City Council adopt the proposed findings of fact, as <br />amended, relating to United Power Association's request for a conditional <br />use permit. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, <br />LaDue, Holm and Terry. Voting No: None. Absent: Commissioners Shumway <br />and Howell. <br /> <br />The Commission proceeded to review the proposed conditional use permit. <br /> <br />Commission consensus was that Item #1 of the permit would indicate that the <br />substation shall be located no closer than 120 feet to the 153rd Avenue <br />right- of-way. <br /> <br />Commission consensus was to add Item #3 to the permit to indicate that the <br />facility constructed will be similar to the UPA Evenson substation. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Holm to <br />recommend that City Council approve the request by United Power Association <br />for a conditional use permit to construct an electrical substation. <br /> <br />Amendment by Commissioner LaDue and seconded by Commissioner Holm to amend <br />Item #2 of the proposed permit to indicate that all boundaries of the site <br />shall be adequately bermed and landscaped. <br /> <br />Amendment carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue, <br />Hendriksen, Holm and Terry. Voting No: None. Absent: Commissioners <br />Shumway and Howell. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, <br />LaDue, Holm and Terry. Voting No: None.
