September 8, 1988.

Mr. Otto recommended granting preliminary plat approval contingent upon
items in the City Engineer's report being addressed and variances being
granted as necessary.

Mr. Carson noted that the more acceptable urban street size width is 60
feet; rather than apply for a variance, he will change the street width to
66 feet.

Motion by Commissioner Hendriksen and seconded by Commissioner LaDue to
table action on Mr. Carson's preliminary plat of Windemere Woods until the
Park and Recreation Commission has made their recommendation regarding park
dedication.

Further Discussion: Mr. Bob Schwartz - 5600 142nd Avenue - Stated that the
residents of his neighborhood are concerned with the sewer trunk being
extended to serve Windemere Woods is being installed along 142nd; these
concerns were expressed in a petition submitted to Planning and Zoning at a
previous meeting. Mr. Carson stated that the City Engineers determine the
alignment of utilities. Chairman Zimmerman noted that City Council will
make the final decision as to the routing of services; that the City cannot
deny Windemere Woods because the area is zoned for urban type development.
Mr. Carson requested input from the Commission regarding developing the
plat with riparian or non-riparian lots. The Commission recommended
proceeding with non-riparian lots and obtaining a variance to lot square
footage.

Motion carried. Voting Yes: Chairman. Zimmerman, Commissioners Hendriksen,
LaDue, Holm and Terry. Voting No: None. Absent: Commissioners Shumway
and Howell.

Case #11:. Request For Concept Review Of Development Plan; Case.Of
North Fork. Inc.:

Mr. Dennis Peck provided the Commission with the most recent version of a
concept for development of the remainder of Northfork PUD which includes an
18 hole golf course.

Case #15: Discussion Re~ardin~ HY-10 4th Addition;. Case Of Mr. Art

Mr. Raudio recalled that on August 18~ 1988, the Commission recommended
preliminary plat approval of HY-10 4th Addition with extension of Ferret
Street to the northern boundary and no direct access onto Cty. Rd. #83.
Mr, Raudio presented documentation fr~n 1986 when HY-10 was platted which
indicated that the City had intentions to relocate Cry. Road #116 to the
south and eventually intersect with HY-10 on the northern boundary. Mr.
Raudio noted that extension of Ferret would not coincide with those plans
for Cry. Road #116. Mr. Raudio also presented a letter from Anoka County
dated June 12, 1987 which indicatd that the County would allow one access
onto Cry. Rd. #83 per 400 feet frontage.

Planning & Zoning Commission/September 14, 1988
