The Park Commission has
granted concept approval to Mr. Carson, Wally Anderson and Good Value Homes
developing a centrally located park to serve their respective subdivisions.
That concept approval was contingent upon the following:

1)

the developer continuing to work with the Engineer to address potential
drainage problems, particularly with Magnesium Street Pond;

the developer continuing to work with the Park Commission to satisfy
their concerns. (The Park Commission approved the parks plan in
concept based on four items:

3)

a) centralized developable park of approximately 8 acres
b) providing pedway along 142nd Street
c) request for TIF funding for park development
d) providing trail access to north to link with Ramsey Terrace trail
to elementary school).

providing information as outlined in the City Engineer's letter dated
September 8, 1988;

revise plat to indicate non-riparian lots on Magnesium Street Pond.
The Park Commission has not indicated any interest in dedication of
riparian frontage. The developer, however, may dedicate this frontage
to the city.

Mr. Otto also reported that adjustments to street alignment were also made;
Neon Street will end in a 'T' intersection; 142nd will access the parcel to
the north further west; 142nd will no longer extend directly into the
property to the west but rather cul-de-sac with park development at the end
of the cul-de-sac.

Motion by Commissioner LaDue and seconded by Commissioner Hendriksen to
Planning and Zoning Commission/September 19, 1988

Page 2 of 7
