Staff's primary concerns
are that the ultimate plans for extension of roads and municipal utilities
involves the southern portion of Bladholm's site; approximately 50% of the
site is area recommended for acquistion for airport clear zones; the trend
over the last 10 years has been to restrict the establishment of new
landfills by going through a siting process, followed up by close
monitoring of refuse deposited in the landfill; the capacity (45,000 cubic
yards) and time period (24 years) requested. Mr. Otto stated that staff is
recommending that if a permit is granted, it not be for the full length of
time and capacity Bladholm is request.

Mr. Otto distributed copies of the proposed findings of fact and
conditional use permit.

Motion by Commissioner LaDue and seconded by Commissioner Hendriksen to
table action on Bladholm's request for a conditional use permit until the
next regular Planning and Zoning meeting in order to allow commissioners
Planning and Zoning Commission/September 19, 1988
