sufficient time to review the proposed findings and permit.

Further Discussion: John Shamp of Bladholm stated that there already
exists some underground abutments and culverts on the southern portion of
the property that would have to be excavated in order to install sewer and
water; Bladholm's by-products will be crushed before burying and will be
easy to excavate; constructing a frontage road on property to be acquired
for an airport clear zone is not consistent; landfilling of concrete by-
products will not raise the ground elevation and would be a perfect use of
land located in an airport clear zone; concrete beams left on the property
by Prestressed cannot be transported which presents a disposal problem.

Motion carried.
LaDue and Terry.
and Shumway.

Voting Yes:
Voting No:

Chairman Zimmerman, Commissioners Hendriksen,
None. David

Mr. Otto presented a draft conditional use permit and reported that Mr.
Schulte has provided information regarding the amount of materials to be
moved but not the movement schedule.

Mr. Schulte stated that if there are good weather conditions, he could have
the excavating completed in 3 weeks with trucks hauling 13 hours/day.

Mr. Otto stated that the grading plan appears to result in the loss of a
number of trees along Cty. Rd. #5; depending on Mr. Schulte's schedule, it
would be possible for the deciduous trees to be relocated after the frost.

The Commission proceeded to review the proposed findings of fact.

Motiom by Commissioner LaDue and seconded by Commissioner Terry to amend
the proposed findings of fact to include the following item:

Planning and Zoning Commission/September 19, 1988
