Absent: Commissioners Howell, Holm <br /> <br />Case #12: Reauest For Site Plan Review; Case Of Great Plains Ga~; <br /> <br />The Commission proceeded to review the site plan. Chairman Zimmerman noted <br />that there have been discrepancies in the property lines and directed the <br />Building Official to require a certificate of survey before issuing a <br />building permit to Great Plains Gas for their warehouse. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Hendriksen to <br />recommend that City Council approve the site plan for Great Plains Gas and <br />enter into a development agreement as proposed. <br /> <br />Motion carried. <br />Terry and LaDue. <br />and Shumway. <br /> <br />Voting Yes: <br />Voting No: <br /> <br />Chairman Zimmerman, Commissioners Hendriksen, <br />None. Absent: Commissioners Holm, Howell <br /> <br />Case #14: Information IteMs: <br /> <br />The Commission noted information items contained in the agenda. <br /> <br />Chairman Zimmerman noted that the City Administrator has received <br />complaints the Planning Commission has had instances where there was not <br />a quorum present and no action could be taken on cases; the Administrator <br />is researching membership attendance records of all city commissions. <br /> <br />Commissioner LaDue stated that the attendance record of the Planning <br />Commission as a whole is good; Council and staff should take into <br />consideration that members do have conflicts between city and personal <br />schedules this time of the year; originally, members volunteered for a <br />commission that met once a month; those meetings have increased to 2-4 per <br />month. <br /> <br />Commissioner Hendriksen stated that it seems the special commission <br />meetings are selected by an arbitrary process and it should be by a <br />consensus of all members. <br /> <br />Commissioner LaDue also noted that the controversial cases that have been <br />before the Planning Commission this summer consume entire meetings just for <br />the public hearing portion; then when the commission closes the public <br />hearing, the chairman is criticized for not taking public comments during <br />commission discussion of the case. Serving as a commissioner is a <br />thankless job; nobody recognizes the time put into it but they do take the <br />the first opportunity to criticize absenteeism. <br /> <br />Darryl Fults was present and stated that as a realtor, it is difficult to <br />attract businesses to Ramsey because of the lengthy process (3-6 months) <br />applicants must go through to get approval for zoning, site plar~, <br />Planning and Zoning Commission/September 19, 1988 <br /> <br />Page 6 of 7 <br /> <br /> <br />
