PLANNING AND ZONING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a special meeting on <br />Wednesday, October 12, 1988 at the Ramsey Municipal Center, 15153 Nowthen <br />Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Mr. Roy Shumway <br />Mr. Jim Holm <br />Mr. Jim Howell <br />Mr. Terry Hendriksen <br />Mr. Charles LaDue <br />Mr. Michael Terry <br /> <br />Also Present: <br /> <br />Acting Zoning Administrator Merland Otto <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the special Planning and Zoning Commission <br />meeting to order at 7:45 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Request For Conditional Use Permit To: 1) Establish Aa~d <br /> Operate A Landfill For Waste Concrete And Concrete-Related <br /> Materials; 2) Excavate And Fill Materials In The OBeratiQn <br /> Of The Proposed Landfill; Case Of Bladholm Brothers: <br /> <br />Chairman Zimmerman inquired as to how Bladholm's request for a conditional <br />use permit relates to the proposed improvements at Gateway North Airport° <br /> <br />Mr. Otto replied that portions of Bladholm's property proposed for landfill <br />use fall into the airport clear zone; in and of itself, the airport is not <br />a strong enough basis to deny Bladholm's proposed use because an airport <br />zoning ordinance is not in place. The Planning and Zoning Commission must <br />determine whether Bladholm's proposed landfill use is consistent with the <br />Comprehensive Plan which states that there will be municipal sewer and <br />water and streets constructed through the area in question. <br /> <br />The Commission proceeded to review the proposed findings of fact. <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Howell to amend <br />Item #13 of the proposed findings of fact to indicate that the potential <br />danger to the public posed by the landfill is unknown. <br /> Planning and Zoning Commission/October 12, 1988 <br /> <br />Page 1 of 8 <br /> <br /> <br />
