Motion failed: Voting Yes: Commissioners Shumway, LaDue and Terry. Voting No: Chairman Zimmerman, Commissioners Howell, Holm and Hendriksen. Motion by Commissioner Howell and seconded by Commissioner Holm to amend Item #78 of the proposed findings of fact to indicate that the proposed use may create excessive additional requirements at public cost for public facilities. Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, Howell, LaDue, Terry and Holm. Voting No: Commissioner Shumway. Motion by Commissioner Holm and seconded by Commissioner Hendriksen to amend Item #79 of the proposed findings of fact to indicate that the proposed use will involve uses, activities, etc. that will be detrimental to persons, property or general welfare. Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, Howell, LaDue, Terry, Holm and Shumway. Voting No: None. Motion by Cmmissioner Holm and seconded by Commissioner Howell to delete Item #80 of the proposed findings of fact regarding whether or not the proposed use is consistent with the intent of the zoning chapter. Motion carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Howell, Holm, Shumway and Terry. Voting No: Commissioner Hendriksen. Motion by Commissioner Holm and seconded by Commissioner LaDue to create a new Item #80 to the proposed findings of fact indicating that a letter from Hakanson Anderson Associates, Inc. dated 9/14/88 indicates that the Elk River Landfill could be considered a viable alternative in conjunction with the remaining landfills in the waste system. Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, Howell, LaDue, Holm, Shumway and Terry. Voting No: None. Mr. Otto noted that Item f~2 of the proposed findings of fact should state that the notice of public hearing was published in the August 26, 1988 issue of the Anoka County Union. Item #4 should state that the City and Waste Management of Minnesota, Inc. entered into a development agreement on July 7, 1988 for the construction of a ski hill. Motion by Commissioner Shumway and seconded by Commissioner Hendriksen to recommend that City Council adopt findings of fact, as amended, relating to a request for a conditional use permit by Waste Management of Minnesota, Inc.
