<br /> <br />Motion by Councilmember LeTourneau, seconded by Councilmember Riley, to Adopt <br />Resolution #14-08-159 Accepting Quotes and Authorizing Award of Contract for Improvement <br />Project 14-29; Alpine Drive Watermain Improvements, contingent upon Anoka County awarding <br />the Alpine Drive and CSAH 5 intersection improvement project. <br /> <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Riley, Johns, <br />Kuzma, and Tossey. Voting No: None. Absent: Councilmember Backous. <br />7.05: Consider Approving Revised Lower Rum River Water Management Organization <br />Joint Powers Agreement <br /> <br />City Engineer Westby reviewed the staff report and recommendation to approve the revised <br />Lower Rum River Water Management Organization (LRRWMO) Joint Powers Agreement <br />(JPA). <br /> <br />Councilmember <br />uests and stated his support for <br />approval of the JPA as Ramsey is better served within the JPA than to become its own Local <br />Governing Unit (LGU). <br /> <br />Motion by Councilmember Kuzma, seconded by Councilmember LeTourneau, to Approve the <br />Revised Lower Rum River Water Management Organization Joint Powers Agreement. <br /> <br />Further discussion: Mayor Strommen indicated her intent to abstain from this vote due to her <br />employment with the Board of Water & Soil Resources (BWSR), which has oversight authority <br />over this WMO. <br /> <br />Motion carried. Voting Yes: Councilmembers Kuzma, LeTourneau, Johns, and Riley. Voting <br />No: Councilmember Tossey. Abstain: Mayor Strommen. Absent: Councilmember Backous. <br />7.06: Adopt Ordinance #14-08 to Amend Sections 117-118 (The COR District) of the <br />Ramsey City Code <br /> <br />Community Development Director Gladhill reviewed the staff report and recommendation to <br />amend Code to allow a drive-thru within The COR-1 Subdistrict. If approved, it will allow PSD <br />to open a new restaurant at 7533 Sunwood Drive. It was noted the Council introduced this <br />ordinance at its July 22, 2014, meeting. <br /> <br />Motion by Councilmember Riley, seconded by Councilmember Johns, to adopt Ordinance #14- <br />08, An Amendment to Chapter 117 of the City Code, which Chapter is known as Zoning and <br />Subdivisions of the City Code of Ramsey, Minnesota. <br /> <br />Further discussion: Councilmember Tossey stated his support for the seamless consideration of <br />this Ordinance amendment to allow a drive-through, noting it will allow business to thrive. <br /> <br />City Council / August 11, 2014 <br />Page 9 of 13 <br /> <br />
