Review File: <br />Preliminary Plat Review: Landscaping <br />Page 2 of 2 <br />Landscaping: <br /> Two (2) front yard trees are required per lot. Deciduous trees shall be a minimum of two <br />and one half inches (2.5”) in caliper as discussed aboved. Builders should be provided a copy of the <br />approved Landscape Plan and Planting Detail if they will be assuming responsibility for installing the front <br />yard trees on each lot. The following revisions are necessary: <br />Notes were added to the Landscape Plan addressing planting depth, pruning, removal of upper <br />portion of wire basket and burlap, and mulch; however, that is not reflected in the planting detail. <br />Plan must specify that notes take precedent over detail regarding these items. <br />Since required landscaping is proposed to help satisfy the reforestation requirement, all trees <br />planted shall be at least 2.5 inches in diameter, as that was the caliper used in the calculations. <br />Boulevard area is required to be finished with sod. Remaining portions of lot can be finished <br />with sod, seed, hydroseed, or other acceptable ground cover. This shall be noted on the plan. <br />Topsoil <br />: Each individual lot will need to have four (4) inches of topsoil meeting the City’s topsoil <br />specification. A topsoil inspection is required prior to landscaping being installed and copies of the load <br />tickets are required as well. This is reviewed at time of Building Permit Application and request for <br />Certificate of Occupancy for each individual lot. This shall be added to the Landscape Plan. <br />Stormwater: <br /> The project is addressing stormwater management standards through the use of storm sewer <br />pipes and traditional ponding. A complete review of the grading and drainage plans will be completed by <br />the Engineering Division. <br />The Environmental Policy Board (EPB) reviewed the Tree Preservation and Reforestation Plan at their <br />March 30, 2015 meeting. The EPB recommended approval of the plan contingent upon the revisions <br />outlined in this Staff Review Letter as well as the following: <br />Explore the potential for additional plantings around the rim of the swale between Phase I and <br />Phase II.It does not appear that additional plantings were provided. Please provide a brief <br />summary as to why. <br />Explore the use of native flowers/grasses within the swale between Phase I and Phase II, <br />essentially looking at improving infiltration and limiting the overall amount of turf. A native seed <br />mix, such as MnDOT mix 35-221 should be used in the drainage basins rather than a traditional <br />turf grass mix. Revise the plans accordingly to specify this mix within the drainage basins. <br /> <br />
