PARK AND RECREATION COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Park and REcreation Commission conducted a regular meeting on <br />Thursday, May 12, 1988 at the Ramsey Municipal Center, 15153 Nowthen Blvd. NW, <br />Ramsey, Minnesota <br /> <br />Members Present: <br /> <br />Also Present: <br /> <br />Jill Prall <br />Roy Shumway <br />John Lichter <br />Ron Hetland <br />Janice Johnson <br /> <br />Merle Mevissen <br />Bill Goodrich <br />Claudia Dodge <br /> <br />CALL TO ORDER <br /> <br />The meeting was called to order at 8:07 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Residents of the Brookview Parkarea appeared before the Commission regarding use <br />of the park. Joy Boehland said there are constant problems in the park including <br />trash, language problems, and trespassing on private property. The residents <br />would like to have the park closed completely. She said the residents are afraid <br />to go outside because of the problems. <br /> <br />Commissioner Shumway noted he had visited the park on several occasions with his <br />family and has not seen.a problem, it is a wilderness type park. He said regular <br />police patrol fo the park should be done. Claudia Dodge said she had met with the <br />residents at a Key Con~nunicator meeting and the residents would like a safe <br />neighborhood park, and possibly they could have another park. <br /> <br />Mrs. Norman suggested the city not mow or maintain the park to discourage use. <br />She also suggested moving the swing set to the top of the hill. Chairman <br />Lichter will look into moving the swing set. <br /> <br />Mrs. Norman indicated the park is okay for fishing and canoeing, but the problem <br />has existed for 11 years and is daily, from morning to evening. The City Council <br />has directed the police department to patrol more and Commissioner Shumway noted <br />the park should be policed at regular times. <br /> <br />Motion by Commissioner Shumway, seconded by Con~issioner Prall to ask the City <br />Council to direct the police department to increase surveillance at the park <br />from 10:00 a.m. to 10:00 p.m., especially at prime times of 10:30 a.m., 1:30 p.m., <br />5:30 p.m. and 7:30 p.m..Motion carried. <br /> <br />Ann Norris was asked to draft a memorandum to move the swing set, change the <br />maintenance of the park and place a sign on the fence bordering the park. <br /> <br />Chairman Lichter noted the police deparment has to enforce the city ordinances and <br />Commissioner Shumway suggested the residents attend the City Council meeting when <br />the directive is reviewed. <br /> <br /> <br />
