Bill Weiss of Nowthen Blvd. delivered apetition to the Park Board regarding the <br />proposed trail through his development. <br /> <br />The area residents do not want a trail through their neighborhood and would like <br />this discussed at a later meeting. Chairman Lichter asked that this be placed <br />on the agenda for the next meetingand also that Bill Weiss be contacted at <br />421-9002. <br /> <br />Case #1: Review proposed snowmobile ordinance. <br /> <br />Bill Godorich, City Attorney, reviewed two alternatives of the proposed <br />snowmobile ordinance. <br /> <br />Resident Marilyn Steiner indicated she prefered the more restricted alternative <br />because there are problems with snowmobiles on private property and a lot of <br />noise. Another resident presented a letter to the Commission and photographs <br />showing damage to property. He asked if restrictions could be placed on areas <br />for snowmobile use. When the council passed the emergency ordinance, the <br />abuse was cut back. Bill Goodrich did not recon~nend restricting ares. <br /> <br />Chairman Lichter said the real problem is noise, and there are more hazards in <br />the denser populated areas. Speed is a hazard. The resident suggested <br />restricting use on improved boulevards. Bill Goodrich said it would be <br />difficult to know which boulevards were improved in thew inter. This would <br />have to be established in the fall and a list published. <br /> <br />Commission members discussed restrictions in other suburbs and indicated this <br />is a good reason to push for establishing a trail system. At this time there <br />are no designated trailways for snowmobiles. Bill Goodrich reconmended the <br />City Council have a public hearing when the park board has their recommendation <br />ready. Chairman Lichter indicated it is a council decision. <br /> <br />Commissioner Prall favored the second alternative becuase it is more <br />restricted and speed is reduced. Conmissioner Shumway indicated favoring something <br />between the two alternatives. He would like a lower speed enforced especially <br />in residential areas, and 30-35 mph on county and state roads. Commission <br />Johnson favored the second alternative but would like some of both combined. <br />on~nissioner Hetland favored the second alternative and indicated he is bothered <br />by the infringement of homeowners rights. Chairman Lichter favored alternative <br />two and having designated streets for use, and no difference in hours between <br />weekday and weekend use. <br /> <br />Bill Goodrichwill bring the proposed changes to the Park Board at the next <br />meeting. <br /> <br />Case #2: Review propsoed plat of Green Valley Estates 2nd Addition for <br />park dedication requirements. <br /> <br />Tabled. <br /> <br /> <br />
