DISCUSSION REGARDING SNOWMOBILE REGULATIONS
By: Community Development Director Anne Norris

CASE #4:

Background:

At its meeting on December 22, the City Council requested that the Park and
Recreation Commission discuss what should be included in a City ordinance
regulating snowmobile use to prevent damage to private property and
maintained boulevards.

Samples of other communities' regulations for snowmobile use will be
available at the meeting for your review.

Ob servations:

Section 110.01 of the City Code adopts by reference portions of Minnesota
Statutes, Section 84 regarding the operation of snowmobiles. Section 84
leaves the decision of whether a snowmobile may drive in a municipal
boulevard up to the municipality.

Currently, the Police Department may issue citations to snowmobile
operators trespassing on private properties. However, realistically, it is
difficult for the police to issue such citations.

Recommendation:

Commission Action:

Will be based on your discussion.

Review Checklist:

Administrator
Attorney
Engineer
Community Development Director

Chief of Police
Finance Officer
Public Works Superintendent
Other
